Position Summary:
Under the supervision of Director of Tribal Business Regulations & Tax, assist in overseeing the administration, reporting, auditing and compliance of the Saginaw Chippewa Indian Tribe sales tax ordinance and business corporations’ code and ordinances. Issue licenses and permits for retail tax and tax exemptions.
Essential Duties and Responsibilities:
- Provide excellent customer service to all members and external individuals, businesses, and organizations.
- Issue Tribal vehicle license plates and registrations, recording all newly issued license plates and registrations with NLETS.
- Process applications for Hunting and Fishing licenses according to guidelines in Ordinance 11 within Tribal Codes and Ordinances.
- Process requests for Marijuana and Alcohol Business Licenses according to guidelines listed in Ordinance 36 and the Liquor Control Act within Tribal Codes and Ordinances.
- Process Tribal Driver’s License applications
- Approve and issue dog licenses per request of Tribal Members living within Tribal boundaries.
- Process applications for tax exemption, issuing certificates where required.
- Issue Residential Tribal Member Loyalty Cards for Sales Tax Exemption at Sagamok.
- Develop and communicate department announcements and updates for membership and employees.
- Approve and issue ORV permits per request of Tribal Members within Tribal boundaries.
- Process Elder Parking Permit applications and issue related permits for all eligible Tribal Members.
- Process Retail Permit applications, for businesses wishing to operate on any tribally owned properties.
- Process Fundraising Applications and issue Fundraising Certificates accordingly.
- Collect transaction reports from tribal fuel station (Sagamok), organize provided data, and record data in Fuel/Tobacco logs for submission to department Director.
- Maintain office supply inventory and order supplies.
- Process Mno Shkiziwin Supplemental Assistance Program applications according to guidelines in Ordinance 38.
- Create and update department SOP’s and instructional guides regarding any and all department processes.
- Perform duties and responsibilities as department representative and primary support for department director.
- Type, proofread, and edit correspondence (internal, external, email) memos, and other written materials related to departmental programs, updates, and meetings.
- Schedule meetings, appointments, facilities for department staff and internal/external contacts.
- Clerical duties including but not limited to filing, copying, faxing, scanning, and archiving utilizing all office equipment.
- Maintain and control department records, lists, files, logs, schedules, and any other information acquired through departmental processes.
- Maintain strict confidentiality and present positive, professional demeanor at all times.
- Issue special use permits under related grant programs and/or involving community practices and events.
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.

Contacts/Purpose of Contacts:
- Contact with the Tribal Treasury Department, Tribal Accounting, Legal Department and businesses to facilitate the implementation of tax and business ordinances.
Minimum Qualifications:
- High School Diploma or GED.
- Two years administrative support experience.
- Must be able to complete and pass a typing test at 30 wpm, with 70% accuracy.
- Must be able to perform the essential functions of the position.
- An equivalent combination of education and directly related experience may be considered.
- Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
License, Certification, or Special Requirements:
- Native American preference shall apply to all positions.
- Knowledge, Skills, and Abilities:
- Knowledge of modern office practices, procedures, and equipment.
- Knowledge in licensing regulations of the Tribe.
- Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.
- Knowledge of computerized information systems.
- Skill in operating business computers and office machines, including Windows programs.
- Skill in processing applications, processing various forms, licenses and permits.
- Ability to communicate effectively both verbally and in writing.
- Ability to gather data, compile information, and prepare reports.
- Ability to handle multiple tasks and meet deadlines.
- Ability to carry out instructions furnished in verbal or written format.
Physical Demands:
- Frequent use of hands, wrists, fingers associated with computer equipment.
- Required to sit for extended periods of time.
- Occasionally walk and stand and reach with arms and hands.
- Normal visual acuity, ability to talk and hear.
- Occasionally lift and/or move up to 20 pounds.
