Position Summary:
Under the supervision of Tribal Council, provide the overall leadership, management and vision necessary to ensure proper organizational, strategic planning, financial and operational controls of the Health and Human Services, which includes compliance guidance, grant and contract management, and partnering with other departments to improve the physical, mental, emotional, and spiritual services that are designed to meet the needs of the Tribal Commuity. Departments which comprise the Health and Human Services Division include Nimkee Memorial Wellness Clinic, Behavioral Health/Residential Treatment Center, Anishinaabeg Child and Family Services, and Andahwod Continuing Care Community & Elder Services. A major responsibility of this role is to ensure the Saginaw Chippewa Indian Tribe is well positioned for future changes and improvements to its Health and Human care services. All Health and Human Services staff must adhere to mandated reporting laws.
Essential Duties and Responsibilities:
- Provide oversight, leadership, direction and guidance to the Health and Human Services Division, and ensure effective and efficient operation of all health programs.
- Foster teamwork and collaboration among all departments to plan and develop high quality healthcare services and identify opportunities to sync programs and services for a more effective Health and Human Services Division.
- Oversee the development of community health efforts including program development and planning, community health status monitoring and needs assessment.
- Work collaboratively with the leadership team to develop, implement and communicate the health and human services overall mission, vision and strategic plan, which includes current and long-range goals, objectives, plans policies and procedures, to all departments to ensure and effective and efficient operation.
- Evaluate, identify and recommend cost and operational efficiencies to enhance all health service programs and services offered with the Health and Human Services Division.
- Seeks to improve the operational efficiencies of the Health and Human Service Division.
- Define and review results to be achieved by the Health and Human Services Division in consultation with the Division's boards and committees. Monitor progress of current programs, grants, and contracts by establishing and using guidelines to measure program/service outcomes.
- Ensure appropriate standards of care within the Health and Human Services Division and support of the policies, procedures, mission and direction of the organization.
- Serve as a liaison between department staff, contracting agency, and compliance agencies on healthcare-related matters.
- Provide input and recommendations with department leadership on the development and submittal of annual operating budgets in accordance with tribal guidelines.
- Support the professional development of leadership team and continued development of leadership skills. Create a culture of guidance and mentoring and ongoing professional education.
- Ensure annual staff training is completed in areas mandated by regulation, for staff development and improvement of services to all patients and clients.
- Ensure that new and sustained activities are consistent with the overall Tribal community needs, values and strategic vision for the department.
- Ensure the production and maintenance of numerous reports including routine quarterly reports, mandatory reports to funding sources and special reports.
- Participate in statewide meetings representing SCIT leadership interests.
- Represent SCIT in a positive and respectful manner assisting in the promotion and maintenance of good public relations among staff, community groups, and professional organizations.
- Apply thorough knowledge of applicable regulatory rules and guidelines.
- Keep well informed about local, state, and national health and human service issues as they affect the Tribe.
- Assist SCIT Departments with reviewing and implementing third party billing platforms
- Participate with the Healing to Wellness Program
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.

- Contact with contractor and representatives from professional organizations or funding entities to plan, coordinate, or advise on work efforts or to resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals.
