GENERAL SUMMARY: The Outreach Worker/Typist Clerk II performs routine and semi-complex tasks in the maintenance and promotion of the WIC Program. Performs clerical duties, including entering data on the MI-WIC electronic clinic management system. Requires understanding of departmental activities and community resources. Ability to maintain confidentiality in all matters. Must work well with small children and in addition must be able to communicate and courteously react to upset or angry clients. Works under the direction of the WIC Manager and the Public Health Director.
ESSENTIAL FUNCTIONS:
1. Serves as clerical support to the WIC Program by following Federal, State and Local policy and procedures including but not limited to:
a. Scheduling appointments.
b. Determining WIC eligibility for enrollment.
c. Completing nutrition education.
d. Issuing/maintaining WIC EBT cards and logs.
e. Transferring clients from in and out of state WIC programs and issuing participant benefits.
f. Completing WIC referrals received from MIBridges.
2. Frequently interacts with clients, nutrition staff, supervisor, and other Health Department staff through written, telephone, and face-to-face communications.
3. Assists with reminders calls for participants of upcoming appointments, as well as rescheduling families that do not keep appointments.
4. Maintains MI-WIC records by entering and retrieving data on MI-WIC system.
5. Conducts WIC outreach activities and assists with special projects.
6. Maintains WIC materials from the State of Michigan.
7. Assist WIC Manager with MI-WIC reports.
8. Verifies Medicaid status using CHAMPS.
9. Restock WIC supplies and documents.
10. Process fax requests for client information, i.e. NEMSCA Head Start.
11. Responsible for mailing program documents.
12. Serves as secretary at meetings, taking notes and preparing summary minutes.
13. Assumes duties of other clerical as well as screening technician staff in their absence, and as requested. Screening technician includes performing anthropometrics, hemoglobin and lead screening.
14. In times of a public health emergency, may be required to report for specialized assigned duties inside or outside of Bay County. Perform emergency response roles, as required.
15. Consistent and punctual attendance is an essential function.
16. All other duties as assigned.

QUALIFICATIONS REQUIRED:
• High school diploma or GED.
• At least 6 months clerical experience working in a customer service setting which required multi-tasking.
• Proficiency in data entry, basic math, and spelling.
• Must be able to perform multiple tasks at the same time, such as waiting on clients, answering the telephone, typing, retrieving information, communicating with staff, etc.
• Typing speed of 50 WPM (corrected).
• Applicants may be required to take written and/or other examinations.
QUALIFICATIONS DESIRED:
• Previous experience or knowledge of Michigan Department of Health and Human Services (MDHHS) electronic reporting program: MILOGIN.
• Reading comprehension skills sufficient to understand Federal/State guidelines procedures for eligibility and utilization of
program by clients.
• Detail oriented, logical approach to problem solving.
• Excellent interpersonal and customer service to deal with a diverse group effectively and tactfully, including staff and clients, especially children.
• Bilingual: Spanish speaking.
PHYSICAL REQUIREMENTS: (With or without reasonable accommodation) This position involves sitting for significant periods of time and/or being mobile or standing for brief periods of time. Additional requirements include the ability to move objects according to the following weight and frequency: Generally, 10 pounds of force up to one third of the time.
