This is a mid-level professional position responsible for coordinating and administering a variety of employment related (union and non-union) benefits and programs, including but not limited to health, retirement and wellness. This position oversees the administration of FMLA, workers' compensation, and disability claims, providing support and guidance to employees and their managers throughout these processes. Ensures accuracy and timely updates to HRIS system and records related to payroll and benefits. By maintaining compliance and accuracy in all HR records and benefit programs, this position plays a key role in fostering a positive employee experience and supporting organizational operations. This position reports to and works under the supervision of the Manager of Human Resources/EEO Officer.

What will you be doing in this role:
- Responsible for day-to-day employee insurance, pension, and retirement plan administration; coordinating and communicating with insurance brokers and plan carriers and our employees/retirees.
- Manages programs such as FMLA, ADA, STD/LTD, Workers' Compensation / Light Duty assignments and monitors full life cycle of employee participation/eligibility.
- Manages the HRIS platform including but not limited to accurately maintaining and updating employment files, participating in PDS application upgrades, creating/updating system payroll and benefit programming.
- Ensures accurate and timely payroll related inputs and processing, including but not limited to direct deposits, tax withholding, garnishments, and deductions. Verify all payroll data in alignment with HRIS records and is compliant with relevant laws and regulations.
- Works closely with the finance and HR team members to address payroll related errors, discrepancies, resolve employee payroll inquiries, and ensure confidentiality and accuracy in payroll processing.
- Track HRIS activity regarding time & attendance, full time and part time leave accruals/paid time off. Reports violations and/or concerns to The Manager of Human Resources.
- Ensures compliance with federal and state laws, including reporting requirements. Leads the planning and work to rectify any identified issues or errors.
- Research employee benefit programs, plan designs and costs. Attends quarterly utilization reviews with The Rapid's broker and/or carriers. Recommends changes or modifications to existing benefit plans and policies.
- Completes any documentation and information requests related to administrative employment related proceedings. Serves as employer representative/witness in matters of unemployment hearings, arbitrations, and workers' compensation.
- Assists in developing, documenting and implementing human resources policies and procedures.
- Coordinates education, training, tuition reimbursement requests for employees.
- Coordinates the implementation of the Diversity and Inclusion Affinity groups.
- Assists in receiving EEO complaints.
- Assists the Designated Employer Representative (DER) with the Authority's Drug and Alcohol Program management.
- Develops reports and conducts analysis related to department responsibilities.
- Responsible for routine review of updating and maintaining job descriptions.
- Performs other duties as assigned.
To be successful in this role you will need:
- Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, Organizational Design, Labor Relations or closely related field. PLUS: Three years of working experience in payroll processing, benefit administration and/or leave administration OR;
- Three years of working experience in any three of the following areas: Compensation and Classification; Benefits and Insurance Administration; Retirement and Pension Plan Administration; EEO/Employee Relations, HRIS Management/Analytics; Leave Administration; Employee Engagement/Culture; Federal Drug and Alcohol Program Administration; Employee Training and Development; Organizational Design; Labor Law Compliance and Policy; Workforce Planning.
- Must be proficient in Microsoft office suite and working knowledge of HRIS systems.
- Professional Human Resource certification is preferred.
Physical Demands:
Must frequently lift or move up to 30 pounds for movement of boxes, files, or other items. May also include frequent bending, stooping, squatting, pushing, and pulling. Regularly required to sit for extended periods. The employee is frequently required to walk and stand. Use of hands and arms is necessary to reach or use various tools or objects. Specific vision abilities required by this job include close vision and ability to adjust focus. Employee is required to perform job duties in accordance with existing health and safety procedures and policies.
