General Responsibilities:
Ø Complete inspections in accordance with the Department of Energy Weatherization Assistance Program requirements.
Ø Coordinate multifamily weatherization activities and communication, serving as a designated onsite point of contact for customers, contractors, and agency staff to support efficient program delivery.
Ø Participate in structured on-the-job training and mentorship activities intended to build the skills and competencies necessary for progression into a Multifamily Site Supervisor role.
Ø Protect customer privacy and maintain confidentiality of all information obtained in the course of service.
Ø This position is intended to support multifamily field operations and does not carry supervisory or independent decision-making authority.
Essential Duties and Responsibilities:
Ø Serve as a designated onsite point of contact, supporting coordination of multifamily Weatherization field activities with property owners, tenants, contractors, inspectors, and agency staff under the direction of program leadership.
Ø Conduct regular onsite visits to monitor project progress, verify work sequencing, and identify and escalate issues to support timely resolution.
Ø Assist with coordination of daily field operations, including contractor access, scheduling, and communication, to ensure compliance with program requirements and timelines.
Ø Collect, review, and submit required field documentation, photographs, and reports using approved systems and procedures.
Ø Assist with job closeout by verifying field documentation, work completion status, and coordination with quality control and administrative staff.
Ø Represent the agency onsite by responding to questions or concerns and maintaining positive working relationships with residents, property management, and contractors.
Ø Identify field-based health and safety, access, or site-condition concerns and escalate issues to appropriate program staff.
Ø Support contractor coordination and performance by communicating expectations, reporting field observations, and assisting with issue resolution as directed.
Ø Participate in onsite inspections, meetings, trainings, and project walkthroughs as required.
Ø Travel regularly to multifamily project sites across the service area and work in outdoor and active construction environments.
Ø Perform other related field-based duties as assigned to support Weatherization Program operations.
Secondary Duties and Responsibilities:
Ø Perform residential energy audits in accordance with Department of Energy guidelines for nonprofit and for-profit programs as assigned.
Ø Assess building structure, airflows, insulation levels, and ventilation systems to determine appropriate Weatherization measures and ensure compliance with MDHHS and DOE standards.
Ø Conduct diagnostic testing, including infrared scanning and pre- and post-weatherization blower door testing, as required.
Ø Evaluate homes for health and safety concerns, including lead, asbestos, mold-like substances, carbon monoxide levels, and ASHRAE requirements.
Ø Educate customers on program requirements, Weatherization procedures, and energy conservation practices.
Ø Develop bid specifications and coordinate with contractors regarding scopes of work, scheduling, and completion timelines.
Ø Arrange job scheduling and site access with customers.
Ø Monitor work in progress to verify workmanship, adherence to specifications, construction schedules, and program standards.
Ø Install and inspect Weatherization materials in accordance with program guidelines and certification limits.
Ø Prepare required reports and maintain accurate records in compliance with program requirements.
Ø Evaluate contractor performance for compliance with MDHHS, DOE, LIHEAP, MPSC, and other applicable program standards.
Ø Work collaboratively with the Weatherization Director to support departmental goals and monthly, quarterly, and annual objectives.
Ø Participate in required staff meetings, training, and professional development activities.
Education and Experience Qualifications:
Ø High School Diploma required.
Ø Construction experience required.
Ø Multifamily Weatherization experience preferred.
Ø Construction site coordination experience preferred.
Ø Possess or obtain (within six months of hire) BPI Energy Auditor certification.
Ø Possess or obtain (within six months of hire) OSHA 10 and EPA Lead-Safe Renovation, Repair and Painting (RRP) certification.
Additional Requirements:
Ø Must be able to climb ladders to inspect roofs, vents and chimneys; be able to enter crawl spaces and other tight locations; and be able to lift and carry up to 35 pounds.
Ø Must be able to accurately read technical instruments.
Ø Ability to work independently and keep accurate records.
Ø Good customer relations skills.
Ø Must have Proficient Computer Skills (Word, Excel, Outlook, Internet)
Ø Must have reliable transportation, valid driver’s license, provide proof of insurance, and pass State Police criminal clearance check and MMCAA’s “Insurance Carriers” driving record review.
Ø Successfully complete Criminal History and MDHHS clearance procedures at time of hire and when requested at any time during employment.
Ø Must comply with Agency smoke free and drug free policies.
Ø Understand the importance of daily work attendance.
Ø Pass Respiratory fit test and pre-employment physical
