Under the supervision of the Jail Administrator, plans, directs, and manages the operations of the Otsego County Work Camp and supervises any staff assigned to the work camp. Responsible for ensuring that all security and operational policies are enforced and for the care, treatment, and security of work camp participants. Directs the intake and release process. Responsible for the administrative functions of the work camp including budget maintenance, purchasing and preparation of activity and statistical reports.

1. As supervisor of staff assigned to the work camp, oversees and participates in personnel management activities such as training, assigning work, scheduling, reviewing and evaluating performance, and resolving employee relations issues.  
2. Directs staff and engages in providing for the care, custody and security of work camp participants, performing a variety of activities relating to the safe and secure operations of the work camp, enforcing security regulations including the needs of the courts, processing the intake and release of work camp participants and preparing and maintaining a variety of records and reports.
3. Responsible for maintaining the safety and security of the work camp. Supervises thorough searches of participants, work camp van and all general areas.
4. Oversees the intake and release processes and maintenance of related records.  
5. Responsible for the development and maintenance of all record keeping systems within the work camp and is responsible for the preparation and maintenance of all work camp participant records required by the Sheriff, the Department of Corrections, and the court system. 
6. Responsible for administrative functions of the work camp such as monitoring and gaining approval for expenditures, purchasing supplies and equipment and related functions. Provides assistance to the Sheriff in developing the annual work camp budget. 
7. Responsible for general bookkeeping activities. Completes monthly billings for job completions, sends billing letters for unpaid debts associated with completed work and completes other tasks related to financial records and accountability.  
8. Completes weekly status reports and disseminates to appropriate agencies within the county.
9. Develop and enforce all work rules and regulations.
10. Conducts and documents random drug screening and daily preliminary breath tests of the work camp participants.
11. Manages operations of the work camp. Oversees all work camp programs such as school, counseling programs, and drug testing. Develops and administers participant program services.
12. Ensures that food service and meals meet Department of Corrections' requirements.
13. Works with other agencies (such as American Waste, MDNR, Parks and Recreation, City of Gaylord, County Fair Grounds, MDOT and Airport) in determining areas of work camp interest.
14. Actively seeks new work. Answers and make phone calls for potential new clients for work camp jobs.  
15. Develops positive relationships with work camp customers. Inspects job sites for client satisfaction of job completion.
16. Responds to work camp emergencies as necessary 24 hours a day, seven days a week.
17. Develops, updates and administers policies for the operation of the work camp.  
18. Assists the jail staff with inmate transportation from court to jail, and prison transports or other jail operations as needed.
19. Perform Work Camp participant home checks and employment checks.
20. Performs other duties as directed.

• High school diploma or equivalent, supplemented by college coursework in criminal justice or related field and three years of progressively more responsible experience in law enforcement, including some supervisory or administrative experience. 
• The county, at its discretion, may consider an alternative combination of formal education and work experience.
• Michigan Vehicle Operator's License.
• Michigan Corrections Officer Training Certification (MCOTC) is desirable.  
• Certification in CPR and First Aid.
• Completion of Basic Correctional Officer Training Program and Michigan Breathalyzer Training Program after employment with the department.
• Some knowledge of the professional public management techniques involved in budgeting, personnel administration and resource management and the ability to identify and implement new best practices
• Knowledge of state, federal, and local laws and ordinances governing limitations on police authority.
• Knowledge of work camp procedures with the ability to direct and monitor work output.
• Ability to identify security issues and establish a secure worksite.  
• Ability to establish and maintain effective operations governing the care and custody of inmates.
• Skill in the operation of surveillance and communication equipment, breathalyzers and other public safety implements used in the line of duty.
• Skill in assembling data and maintaining records.  
• Skill in effectively communicating ideas and concepts orally and in writing.
• Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with county employees, contractors to the county, representatives of other governmental units, professional contacts, elected officials, prisoners and the public.
• Skill in the use of office equipment and technology, including some Microsoft Suite applications, database use and the ability to learn new software programs applicable to the position.  
• Ability to respond to emergencies or service needs on a 24-hour basis.

While performing the duties of this job, the employee regularly works in the field. While in the field, the employee is regularly required to communicate in person and by telephone, observe behavior, stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and arms. The employee must lift or push/pull objects of up to 25 lbs. without assistance. Accommodation will be made, as needed, for employees required to lift or move objects that exceed this weight. 
 
While performing the duties of this job, the employee regularly travels between work sites using a motor vehicle and interacts with prisoners. Though applicable safety procedures are documented and utilized, the incumbent may be exposed to unsanitary or unhygienic materials, individuals and situations in the course of performing required duties. The employee may occasionally be exposed to outside weather conditions and dangerous situations. The noise level in the work environment can range from quiet to very loud.
