Title: Public Health Consultant - Arthritis, Disability Health, HIV/Diabetes Care

Location: Hybrid - must live in Michigan
Purpose: As a Public Health Consultant, this position serves as a resource consultant and program lead within the Diabetes and Other Chronic Disease Control Section. In an experienced capacity, this position supports a portfolio of three federal and state funded projects within the section: the HIV and Diabetes Care Project, Health Promotion for People with Disabilities, and the Michigan Arthritis Program.
Duties and Responsibilities:
Perform on a regular basis professional, specialized, public health consulting assignments in support of complex statewide public health program initiative(s).
Develop, implement, and evaluate complex statewide public health program initiatives including the setting of objectives, planning methods to achieve them, and working with other health professionals at the state and local levels in the accomplishment of objectives.
Coordinate the Michigan Arthritis Program including implementation of major strategies, planning methods to achieve CDC-assigned outcomes, and working partners at the state and local levels to accomplish these outcomes. Assist with coordination of applications and reporting to funder.
Function as the lead worker in coordination of the statewide HIV and Diabetes Care Project. Analyze project needs, develop work plans and timelines, implement project activities, develop policies and procedures, and write progress reports.
Consult with MDHHS Diabetes and Kidney Disease subject matter experts and provide technical assistance to identified ambulatory care clinics and other agencies. Serve as the liaison with the HIV/STI bureau.
Work with internal and external partners to implement the goals and objectives of the Health Promotion for People with Disabilities program, including serving as a resource on access and inclusion for people with disabilities.
Assist with the planning and facilitation of the Disability Health Advisory Group.
Review progress reports, monitor contracted service deliverables, and monitor expenditures in accordance with state and federal funding requirements. Develop work statement requirements, evaluation methodologies, and budgets with subcontractors and consultants, as needed.
Work with others to develop and execute evaluation methodologies and tools and to collect, analyze, and interpret data. Assist in the review and development of data reports.
Represent the projects and MPHI at federal and state meetings and conferences, as applicable.
Promote collaboration among a network of public and private organizations and facilitate efficient and effective interaction among the federal, state, and community project partners.
Maintain a positive, strong, credible, professional interpersonal relationship with all parties of MPHI projects, and represent the best interest of MPHI at all times.
Qualifications/Requirements:
Education: Possession of a master's degree in public health, health communication, health services administration, community development, urban planning, population and health sciences, international studies, political science, health policy or a public health related field such as nursing, epidemiology, health education, health economics, dietetics/nutrition management, genetics, or speech and audiology; a master's degree in social work; master's degree in counseling; master's degree in education or special education with specialization in blind/visual disabilities; or a master's degree in public or business administration with a health care concentration.
Experience: Three years of professional experience as a consultant in a field of public health equivalent to a Public Health Consultant, including one year equivalent to a Public Health Consultant P11 that includes working with community partners, managing projects, developing, and facilitating interagency collaboration and consensus building.
Important Skills and Characteristics. Must possess effective oral and written communication, computer, and presentation skills. Must have the ability to act as a team player and to function autonomously. In addition, must be able to manage multiple complex projects and possess effective problem-solving skills. Prefer knowledge of Michigan health care systems and funding sources and understand the public health approach to addressing health needs. Knowledge of prevention principles, health equity, and access & inclusion for people with disabilities strongly preferred.
Work Environment and Physical Requirements: Physical activities required in this position other than deskwork and the moving of office equipment and materials of 50# or less. Involves significant computer related activity such as viewing a CRT or VDT screen at least 50% to 75% of the time. Requires ability to travel as needed to support projects. May require a valid operator's license where needed to perform the duties of the position.
