Location: Remote/Virtual - Must Live in Michigan
Purpose:Under the direction of the manager of the Operations Section, the Department Analyst will assist the Cancer Prevention and Control Section (CPCS) as a Contract Manager and liaison to the Bureau of Grants and Purchasing (BGP) and contracted agencies.
Duties and Responsibilities:
Conduct sub-recipient/grantee program and fiscal monitoring and work with Program and/or other Department staff to assist sub-recipients/grantees with proper budget development, management, and monitoring.
Review budgets and budget narratives for federal grants and new projects.
Amend current contracts and project budgets as needed.
Conduct routine reviews of Financial Status Reports to track and monitor expenditures to comply with state and federal requirements.
Ensure timely submission of accurate information and that the CPCS and its contracted agencies comply with policies and procedures.
Act as a liaison with staff to advise, educate, and troubleshoot subcontractor payments to ensure compliance with grant agreements and project budgets.
Maintain proficiency in Microsoft Excel and Word and the State of Michigan EGrAMS software program.
Provide technical assistance to staff as needed and as requested by the Section Manager.
Serve as a team member with other financial staff in the Operation Section.
Attend all section staff and budget meetings.
Participate in professional development activities, including health equity and social justice training.
Assist Departmental Specialist with procurement contract duties. Maintain a positive, strong, credible, professional, and interpersonal relationship with all parties relevant to MPHI projects and always represents the best interest of MPHI.
All other duties as assigned.
Qualifications/Requirements
Education:A bachelor's degree in business, finance, or equivalent combination of education and work experience.
Experience:A minimum of 2 years related experience in contract management, compliance, record keeping, financial reporting, or an equivalent combination of education and experience. Familiarity with budgets, federal grants, and the State of Michigan EGrAMS system is a plus.

Work Environment and Physical Requirements: No significant physical activities are required in this position other than deskwork and lifting of office materials and equipment and materials <50 lbs. Involves the use of standard office equipment and significant computer-related activities such as viewing a CRT or VDT screen at least 85% of the time. Remote, in-person, and hybrid work options are available. May require valid vehicle operator's license when needed to perform duties of the position.
Responsibility for the work of others: No assigned responsibility.
Impact on Projects, Services, and Operations: As a member of the Operations Section, this person is responsible for an efficient flow of the contract process for the Cancer Prevention and Control Section and Unit Managers and works closely with the section Departmental Specialist. This person also ensures that the needs of staff and grantees are met promptly, maintains professional relationships, and enhancespotentialfuture contracts with grantees.
