Description
The City of Detroit is seeking a Data Librarian or Data Architect. This role will support data documentation and data architecture, schema design needs for project planning, implementation and compliance metrics for all American Rescue Fund Act (ARPA) funded projects. This position is part of a small and collaborative team that will be working closely with the Office of the Chief Financial Officer to track ARPA-funded project work across all City Departments. Detroit will receive $826 million in ARPA funding, the 5th largest amount of any city in America.This funding will provide this position the chance to support a broad number of transformational projects within local government.
Examples of Duties
What you'll do:
Evaluating data standards and best practices to ensure scalable and interoperable data systems, architectures, and schemas.
Working with colleagues to identify ways to track and improve data quality and facilitate better links between legacy data silos.
Identifying user requirements by researching and analyzing internal and external user needs, preferences, objectives, and working methods; studying how users consume data content, including data categorization and labeling; meeting with internal and external focus groups.
Communicating complex concepts and analyses to executives and other key decision makers; user requirements to colleagues through documentation and visual artifacts; producing workflow diagrams, designing and visualizing information architecture, data schemas, and site maps, identifying user scenarios, facilitating meetings.
Documenting information delivery and overseeing colleague contribution to organizational data knowledge management including wikis, reports, data dictionaries etc.
Enhancing organizational reputation by accepting ownership for accomplishing new and different data related requests; exploring opportunities to add value to data assets.
Promoting the value of responsible data practices like interoperability and reproducibility; emphasizing foundational considerations of privacy, ethics, attribution, and documentation when working with data.
Minimum Qualifications
Bachelors in computer science, data science, geospatial systems, information management, design, or other relevant degree.
4+ years of experience designing and documenting data architecture and schemas.
2+ years of experience doing basic data analysis, manipulation, and querying is also ideal.
Minimum tech skills:
Working knowledge of github, html, markup language, SQL, and Python
Working knowledge of Word, Excel and Powerpoint
Designing and documenting data infrastructure and architecture
Basic knowledge of data infrastructure including pipelines, catalogs, ETLs, APIs, warehouses etc.

This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
CURRENT SICK LEAVE - Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
VACATION - Granted (1) day per pay period, not to exceed 20 days per fiscal year
PAID HOLIDAYS - Granted if paid for 600 straight time hours in the (12) months prior to the holiday
MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
WORKERS COMPENSATION - Covered by applicable laws.
UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
HOSPITALIZATION - You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
