Job Description Under the direction of the Secretary of the Senate and supervision of the Session Staff Manager, the Journal Clerk attends sessions of the Senate and records legislative actions; prepares daily Journal for publication; proofreads and indexes daily Journals; makes preparations for printing of the official bound Journal; and performs associated functions of session-related activities. ESSENTIAL JOB FUNCTIONS * Attends sessions of the Senate and records legislative actions by note-taking, computer applications, and recording equipment; compiles daily Journal; provides assistance to the Secretary and Assistant Secretary during Senate sessions. * Receives amendments and substitutes from Amending Clerks. * Receives, time-stamps, and prepares Governor's appointments, executive orders, and various other communications from state departments and agencies, Senators, and other offices for inclusion in the Journal. * Prepares daily Journal to be published the following morning, regardless of length of Senate session; electronically publishes the Journal temporarily to the legislative website and sends to LSB Print Shop for official release to the legislative website. * Ensures placement of certain documents on Session Web. * Transcribes statements and inputs other items to be printed in the Journal. * Prepares and maintains general index of daily Journal consisting of references to Senators, committees, resolutions, communications, amendments, appointments, points of order, protests, statements, and other items; includes conversion, editing, and proofing. * Proofreads daily Journals, makes and verifies corrections, and transmits to the LSB Print Shop for publication of the official bound Journal; prepares other documents for inclusion in the official bound Journal. * Prepares and maintains record and index of all bills, joint resolutions, resolutions, initiative petitions, and alternative measures received by the Senate. * Prepares official Journal copy materials for transmission to the State Records Center. * Keeps manager informed and resolves matters with Senate offices, reporting activities and problems to manager. * Conducts legislative and parliamentary research. SECONDARY DUTIES AND RESPONSIBILITIES * Provides assistance to other session clerks during periods of heavy work. * Responds to inquiries in person, in writing, and/or by telephone regarding legislative actions. * Assists in proofreading enrolled bills. * Performs other duties as assigned. Required Education and Experience EDUCATION/EXPERIENCE: * Bachelor's degree in related field or equivalent experience. * General knowledge of the Constitution of the State of Michigan, legislative procedure, Senate Rules, and Joint Rules of the Senate and House of Representatives; some experience in research helpful. * Other combinations of education and experience may be evaluated on an individual basis. Alternate Education and Experience SKILLS AND KNOWLEDGE REQUIRED: * Demonstrated proficiency in spelling, grammar, proofreading, word processing, and shorthand or speed writing. * Experience with computers, word processing and Microsoft Office products. * Ability to learn new software systems. * Ability to input data at a rate of 60 - 70 words per minute. * Maintain strict attention to detail and to work outside of prescribed hours when it is a job necessity. * Experience in operating copy, facsimile and transcription machines, and recording program. * Prioritize multiple tasks in a fast-paced environment and work within time frames that may be rigid or subject to change on short notice. * Maintain favorable public relations, while maintaining confidentiality, in a nonpartisan and professional manner. * Communicate effectively, follow directions, work independently, and work as part of a team. * Must be service-oriented.
