The Newaygo County Administrator is seeking an experienced professional to fill the Deputy Finance Director position. The selected candidate will be responsible for assisting with all financial, accounting, and budgeting procedures of the County. Additionally, this position will be charged with enhancing efficiencies within the financial processes, providing support and assistance to County departments, and assisting the Finance Director with implementation and maintenance of financial policies, as well as serving as Finance Director in their absence. Given this, the ideal candidate will have an accounting background, excellent customer service, computer, and communication skills, and enjoy working in a team atmosphere. Some knowledge of Governmental Accounting Standards Board (GASB) is preferred, but on the job training and education will be provided. While the ideal candidate would possess the leadership qualities sought for this position, Newaygo County is open to mentoring and possibly providing tuition reimbursement to an individual who is striving for a career in accounting but has not fully achieved the education and experience desired for this position.
Examples of Duties
- Assists the Finance Director on all aspects related to financial, accounting, and budgeting procedures. Serves as the Finance Director’s designee in their absence.
- Assists with the preparation, development, adherence, and execution of the County’s annual operating and capital budgets.
- Provides leadership and guidance on accounting and budgeting functions for the Budget Manager, Grants Manager and various other support staff within the Administration Office. Responsible for maintaining an efficient workflow and effective working relationships among employees. Provides backup support to the Budget and Grants Managers.
- Assists the Finance Director with the oversight, development, and implementation of the financial internal control structure. Makes recommendations for improvements and changes.
- Assists with various financial and accounting functions, specifically accounts payable, accounts receivable, general ledger, payroll accounting, fixed assets, grant applications, cost allocation plan, and financial planning.
- Evaluates and interprets the impact of existing and proposed federal, state, and local legislation, policies, procedures and contracts. Implements changes to ensure compliance with all regulatory guidelines, including those of the Internal Revenue Service, Social Security Administration, and Generally Accepted Accounting Principles.
- Assist with monitoring, analyzing, forecasting, and reporting on organizational revenues, and expenditures to maintain a balanced budget and ensure the effective delivery of all County services.
- Performs complex policy, managerial, operational, and budgetary analysis.
- Participates with annual training on budget preparation for departmental heads and staff; provides ongoing coordination during their preparation of budget proposals. Participates with orientation training for all new department heads, deputy department heads or appropriate finance staff.
- Assists with the annual audit, including preparation of final year end figures, management discussion and analysis preparation, accruals, and maintaining fund balances. Ensures the integrity of the general ledger and subsidiary ledgers and records for completion of the annual audit. Completes analytical and compliance reviews and approvals for all posting to the general ledger.
- Responsible for developing options and solutions and creating new ways of viewing situations or approaching issues by applying learned skills and knowledge to different factual situations, gathering, and analyzing facts.
