Summary
The Emergency Management Coordinator (EMC) is the key member of the Emergency Management Committee responsible for coordinating the development and implementation of the VA Emergency Management program across the Battle Creek Veteran Affairs Medical Center (VAMC). The EMC is responsible for developing, exercising, and evaluating the facility's emergency response plans and activating those plans in the event of real-life emergency situations.
Responsibilities
Coordinating the efforts of the Medical Center, and it's Community Based Outpatient Clinics as it pertains to emergency management to ensure that emergency management is developed and implemented in accordance with VHA and local policy and guidance. Provides leadership and direction to management, professional and technical personnel regarding the development and implementation of the facility Emergency Management Programs. Plans, organizes, implements, oversees and provides technical assistance for projects to resolve emergency management problems. Participates as a member of various committees. Develops emergency management policies, procedures, and systems. Measures the effectiveness of existing emergency preparedness programs. Serves as the emergancy manager for the Battle Creek VAMC Emergency Operations Center. Oversees, implements, updates all aspects of the two emergency notification systems in place. Resolves difficult and complex technical, project management and organizational problems using innovative and original approaches. Conducts Service level training for facility personnel in the various aspects of emergency management. Work Schedule: Monday - Friday; 8:00 am to 4:30 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in emergency contingency planning and procedures to appropriately respond to, and sustain the effectiveness, coordination and alignment of operations and resources during emergency situations and planned drills; experience in assessing the effectiveness of emergency management plans, programs and response to actual emergencies; experience in modifying plans and procedures to sustain the emergency management program. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree for the GS-11. OR, You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Physical Requirements: The work during non-crisis times is primarily sedentary, but may involve moderate physical effort including walking, climbing when at field locations. In times of emergency, long periods of exposure to both cold and hot weather, the elements, lack of adequate food and water, need to lift heavy objects, bend and reach while caring for patients, staff or movement of heavy objects may be necessary for an intensely long period of time.
