Responsibilities
- Provides team leadership and guidance to team members on the interpretation and implementation of the multitude of Department of Defense, Defense Logistics Agency and other statuary requirements.
- Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work related information to the supervisor.
- Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.
- Ensures all in-grants, to include permits, licenses, leases and easements, and other real estate agreements which document DLA's rights and responsibilities for these assets are accurate and current.
- Maintains real estate records for all property occupied/utilized by the Agency, to include a record copy of all real estate instruments, and prepares documents to satisfy various reporting requirements.
- Reviews Agency use of real estate to verify that property owners and tenants are in compliance with the agreement specifications, environmental or regulatory requirements, other contractual terms and conditions, and Agency missions and policies.
- Conducts site visits to ensure field personnel are complying with published policy and other guidance.

Qualifications
To qualify for a Lead Realty Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSAs) or competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing Department of Defense (DoD) property management and financial accountability support to an organization.
Performing property utilization analyses.
Interpreting and applying laws and regulations relevant to real estate transactions.
Utilizing an automated real estate accountability/inventory system.
Identifies and tracks objectives that are key items required to achieve accurate financial reporting and auditability.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
