Position Summary:
The Proposal Manager is responsible for working closely with Contracts, Business Development, Program Management, Operations, and Finance/Pricing to develop and articulate technical, financial, and management solutions for proposals, whitepapers, presentations, and other business materials that satisfies customer requirements. The position is responsible to communicate proposal-related requirements and status.
Responsibilities:
Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications, and determine final document structure.
Communicate proposal-related requirements and status, as appropriate.
Support effective story boarding and development of strategic win themes and discriminators.
Coordinate writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the project timeline.
Work with content contributors to write/ edit technical content into concise, understandable responses that are consistent with win-themes and meets proposal requirements.
Provide detailed guidance to proposal writers/contributors and subcontractors.
Provide training to various departments within the organization on the effective writing of proposal responses.
Maintains status and tracking of all ongoing business unit proposals.
Coordinate internal resources for proposal development (proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP, through delivery and receipt by the customer.
Manage Consultant Relationships and Budgeting
Identify and secure the internal and external resources necessary to develop the proposal.
Prepare detailed proposal plan, schedule outline and compliance matrix for assigned pursuits.
Coordinate and/or lead major project meeting events, such as kick-off meetings, price strategy meetings, pink, red, and gold color team reviews, final price clearance review and approval, etc.
Manages reporting on B&P budget, PWRs, and invoice tracking
Other responsibilities as required.
Knowledge, Skills and Experience:
Bachelors Degree in business, management, engineering or related field and/or the equivalent in education and experience.
Five (5) to eight (8) years relevant professional experience in Proposal Manager or Program Manager role.
Eight (8) to ten (10) years of relevant experience in aviation, defense, aerospace, and expeditionary services (desired).
Proven track record of winning proposal efforts valued at $10M or more.
Working knowledge of Microsoft Office business applications.
Effective presentation skills.
Able to motivate others and possesses of solid customer communication expertise.
Experience and education in Program Management, Contract Management, Engineering, or other field that provides a strong background for Proposal Management.
Management skills to direct and orchestrate large proposal team efforts.
Possess excellent verbal and written communication skills and the ability to deal effectively with people at all levels.
Ability to conceptualize and write and/or edit compelling proposal narrative and oral presentation slides.
Must be able to work with little direction and handle multiple tasks.
Ability to understand and apply technical concepts related to aviation and apply technical and pricing concepts of our capabilities and related turnkey services.
Physical Effort:
While performing the duties of this position, the employee is regularly required to talk or hear.
The employee frequently is required to use hands to finger, handle or feel objects, tools or controls.
The employee is occasionally required to stand, walk, sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl.
The employee must occasionally lift and or move objects up to 25 pounds.
Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus
Working Conditions:
This job operates in a professional office environment. This role routine uses standard office equipment such as computers, phones, photocopiers, filing cabinets and copy, fax and scanning machines. This position requires one to work alone and as a team, in an inside work area while maintaining a flexible schedule which may include evenings and weekends as required.
