Salary and Length of Contract Year:   261 Days - Admin Contract 

RESPONSIBLE TO: The Superintendent

QUALIFICATIONS:  

1. An earned Master’s Degree or equivalent.
2. Full approval in at least one area of special education.
3. Three (3) years of successful practice or administrative experience in special education 

or combination thereof.  

1. 30 semester or equivalent hours of graduate credit and a successful 200-clock-hour

practicum in special education administration

1. Recommendation from a college or university approved for the preparation of special 

education directors.

1. Administration Certification. 
2. Director of Special Education Full Approval.

RESPONSIBILITIES:

1. Establish and maintain an accountable system to ensure appropriate supervision and evaluation of special education staff and programs.  Supervise staff, defining tasks to be accomplished, setting expectations for standards of performance while following district processes to ensure that the work of the District is accomplished.
2. Provide leadership in the development of special education programs and services in the local and intermediate districts.   Facilitate a regional collaborative focus for the implementation of special education programs/services within constituent local districts, public school academies, and ISD programs through development and implementation of the ISD Plan for Delivery of Special Education.  Provides oversight, consultation and technical assistance support to ISD and local constituent district/PSA staff regarding fiscal, procedural, legal, and compliance issues for the delivery of special education and other student support services.
3. Maintain a close working relationship with parent groups involved in special education programs and services by conducting routine PAC meetings and outreach to stakeholders.
4. Establish and maintain an efficient and effective office management system.  Set effective and efficient program and service goals which align with the mission, vision and goals of the District.
5. Develop communication protocols to communicate with DSISD staff and LEA staff on an ongoing basis.  Provide reports to Principals, Superintendents, Board and parent groups.  Represent the DSISD on various committees, professional organizations, institute of higher education and other workgroups to promote legislative, procedural and fiscal structural improvements. 
6. Develop and maintain procedures for budget preparation, management, financial accountability and reporting.  Develop and provide administrative oversight to assigned federal and state grant initiatives regarding application, implementation, fiscal management and evaluation.  Collaborate with the business manager, MDE and OSE to facilitate grants, assure MOE, allowable cost reporting, excess costs, proportionate share, local bill backs and fiscal accountability.
7. Represent the Delta-Schoolcraft Intermediate School District at local school district, state and regional special education meetings.  Support the interface of special education with general education and career/technical education through coordinated activities and collaborative initiatives within the Multi-tiered System of Supports framework.
8. Provide general consultation to teachers and administrators from local education agencies regarding special education, i.e,  planning, programs, facilities and services. 
9. Develop a close working relationship with other local and state agencies to promote and provide expanded services to all persons with disabilities.  Facilitate collaborative interagency initiatives and ongoing coordination of rehabilitation (MRS) and human services to support the needs of students and families.
10. Provide and disseminate information to LEAs related to State Department directives, codes, guidelines and current trends in special education.
11. Develop a means and promote expanded community understanding, support, and involvement with special education programs and services.
12. Provide oversight of special education monitoring, compliance, facilitates, data collection and analysis to enhance the quality and effectiveness of special education programs and student support services, as well as ensure compliance with state and federal requirements.
13. Assume additional special education administrative duties as assigned by the Intermediate School District Superintendent.
