Saginaw County Road Commission
The Saginaw County Road Commission is seeking an experienced and motivated Director of Engineering to lead our Engineering Department and serve as a key member of our management team. As Director of Engineering, you will oversee the planning, design, and delivery of county road and bridge projects, manage state and federal transportation funding, supervise engineering staff, and help shape the future of Saginaw County's transportation infrastructure.
Position Summary
The Director of Engineering is responsible for budgeting and planning State and Federal projects while supervising and directing the Engineering Department for the Saginaw County Road Commission. This position ensures that all roads and bridges are designed and constructed in conformance with accepted engineering principles, standards, and practices. The Director of Engineering also serves on the SCRC Management Team to help facilitate major operational decisions and reports directly to the Managing Director.

Essential Duties and Responsibilities
The Director of Engineering provides leadership and oversight for the Engineering Department while serving as the Road Commission's Professional Engineer. This position is responsible for planning, budgeting, project management, and ensuring county roads and bridges are designed, constructed, and maintained in accordance with accepted engineering principles, standards, and practices.
Responsibilities include:
- Lead and supervise the Engineering Department.
- Serve as the Road Commission's Professional Engineer.
- Oversee state and federally funded road and bridge projects.
- Develop and manage departmental budgets.
- Coordinate engineering design, construction, asset management, and permitting.
- Work closely with MDOT, FHWA, and local municipalities.
- Participate in strategic planning as a member of the SCRC Management Team.
- Serve in the capacity of the publicly employed Professional Engineer.
- Support the Managing Director in his absence if and when needed.
- Continuously analyze Engineering operations relative to production and cost and make recommendations for improvement.
- Provide periodic reports to the Managing Director and Director of Finance showing the status of projects.
- Serve as the designated Project Engineer for state and federally funded projects.
- Direct the survey, design, and construction of county roads and bridges.
- Work with Information Technology (IT) and Geographic Information Systems (GIS) to direct the maintenance of computer databases containing records of Road Commission assets located within County Road rights-of-way.
- Keep current on changes to engineering standards and methods regarding street and highway design and construction.
- Direct and coordinate the evaluation and reporting of bridge and roadway conditions and prepare a list of recommended projects to be considered for maintenance, repair, reconstruction, or replacement.
- Coordinate with the Michigan Department of State Police and affected Townships in the investigation of the need for parking and speed controls.
- Direct the placement of traffic control devices to comply with Traffic Control Orders approved by the Board of Road Commissioners in Saginaw County.
- Ensure Road Commission plat rules and regulations are in conformance with current Michigan Plat Act Standards.
- Direct and coordinate the review of all construction permits for work within county rights-of-way and oversee the Permit Officer for issuance of permits for construction by municipalities, utilities, contractors, and citizens.
- Direct the preparation of the annual certification of roads.
- Maintain and encourage cooperative and positive public relations in all dealings of the Engineering Department with citizens, businesses, governmental agencies, and officials.
- Maintain a close working relationship with the Federal Highway Administration and the Michigan Department of Transportation.
- Monitor the terms and reimbursements of grants from those agencies and prepare and/or coordinate grant applications.
- Perform any other duties as assigned by the Managing Director.
Qualifications
Qualified applicants should possess the following:
- Bachelor of Science Degree in Civil Engineering.
- Registered Professional Engineer (P.E.) in the State of Michigan.
- Minimum of five (5) years of experience in roadway and bridge design, plan preparation, and construction.
- Experience in long-range planning and record keeping.
- Working knowledge of Asset Management and the requirements of GASB-34.
- Experience preparing departmental budgets.
