Job Description Summary:
Under the direction of the Director, the Facilities and Capital Projects Manager is responsible for the strategic management, maintenance, and continuous improvement of the library district's facilities, grounds, fleet, and infrastructure across multiple locations. This position leads facility operations, supervises facilities staff and contractors, and ensures safe, efficient, and compliant environments for staff and patrons. As a member of the Leadership Team, the Facilities and Capital Projects Manager collaborates on capital improvement projects, long-range facility planning, and organizational initiatives while serving as a steward of public resources. The position works closely with library leadership, the Board of Trustees, and community partners to support the library's mission through effective management of its physical assets.
Essential Duties and Responsibilities:
Facilities and Asset Management
Proactively develops and implements strategic long-term facilities, infrastructure, and asset management plans that ensure the safety, functionality, sustainability, and preservation of library facilities, grounds, vehicles, and building systems.
Examples include:
- Plans, directs, and evaluates maintenance, repair, custodial, security, and grounds activities for all library-owned and leased facilities, vehicles, and infrastructure.
- Maintains comprehensive records for maintenance activities, inspections, capital projects, fleet operations, warranties, and regulatory compliance.
- Develops and administers preventative maintenance programs for all building systems, including HVAC, electrical, plumbing, roofing, elevators, security, fire protection, and emergency systems.
- Conducts regular inspections of library facilities to proactively identify maintenance needs, safety concerns, and opportunities for improvement.
- Ensures compliance with all applicable federal, state, and local regulations including OSHA, ADA, fire and life safety codes, and environmental requirements.
- Coordinates emergency repairs and disaster recovery efforts to minimize service disruptions.
Capital Projects Management
The Facilities and Capital Projects Manager collaborates with JDL’s Project Manager on facility-related capital projects, renovations, relocations, and strategic initiatives. The Facilities and Capital Projects Manager serves as the subject matter expert for facility operations, building systems, and contractor oversight, while partnering with JDL’s Project Manager on project planning, scheduling, stakeholder communication, risk management, and implementation activities.
Examples include:
- Collaborate with Project Manager to plan, coordinate, and oversee capital improvement projects across library facilities, including renovations, expansions, major building system replacements, and infrastructure upgrades.
- Coordinates with architects, engineers, construction managers, consultants, contractors, municipal officials, and other vendors as needed.
- Monitors project budgets, schedules, quality standards, and contract compliance.
- Conducts site inspections and project reviews to ensure work is completed according to specifications.
- Provides regular project status reports to library leadership and the board.
- Identifies facility lifecycle needs and recommends capital investments based on risk, operational impact, and long-term organizational goals.
Fleet and Delivery Operations
Manages the library’s fleet and delivery operations to ensure safe, efficient, and reliable transportation of materials, equipment, and supplies across all locations.
Examples include:
- Manages the library’s vehicle fleet, including maintenance scheduling, inspections, licensing, repairs, fuel usage, and replacement planning.
- Oversee inter-branch delivery operations to ensure the timely and efficient transportation of library materials, equipment, and supplies between all locations.
- Develop delivery schedules and operational procedures that maximize efficiency and support patron services.
Budget and Resource Management
Develops and manages operating and capital budgets, procurement, and contracts while ensuring responsible stewardship of public funds through strategic planning and investment.
Examples include:
- Develops and administers departmental operating and capital budgets.
- Manages purchases of equipment, services, and contracts and vendor proposals to ensure fiscal responsibility and compliance with library policies and applicable laws.
- Exercises sound stewardship through strategic planning with the Leadership Team by evaluating expenditures and prioritizing investments to maximize the value and longevity of public assets.
Leadership and Organizational Collaboration
More than a department supervisor, the Facilities Manager provides leadership for facilities operations by supervising staff and contractors, advising library leadership and the Board on infrastructure needs, collaborating across the organization, and maintaining effective relationships with key stakeholders and the community.

- Supervises facilities personnel and coordinates the work of contracted service providers.
- Serves as a member of the library's leadership team and contributes to organizational strategic planning and decision-making.
- Advises administration and the JDL Board of Trustees on facility-related risks, opportunities, and long-term infrastructure needs.
- Collaborates with branch managers and department leaders to address operational needs, prioritize projects, and improve customer and staff experiences.
- Maintains positive relationships with community partners, municipal officials, contractors, vendors, and the public.
- Prepares reports, presentations, and recommendations for executive leadership and the Library Board.
