JOB SUMMARY
Assist the Prosecuting Attorney in performing investigations, establishing child support orders, and enforcing child support for minor children, and perform related work as required.

Work is performed under the general supervision of the Prosecuting Attorney. This position is located in the Friend of the Court office. The Friend of the Court also provides supervision.

MANDATORY REQUIREMENT OF ALL PA and FORCE EMPLOYEES
Effective October 1, 2009, Michigan has a contractual mandate requiring criminal history background checks for prospective employees of Friend of the Court offices, and these employees must provide authorization for the criminal background check.
Effective October 1, 2009, Michigan has a contractual mandate for Central Registry Clearance for all prospective employees of the Friend of the Court offices, who are required to provide authorization and complete a DHS 194 form for the Central Registry Clearance.
Authorization will include a request for the individual's first and last name, gender, month and day of birth, and year of birth.
Failure or refusal to agree to a background check, to provide authorization for a CR check, or to complete a DHS 194 form. or provide a DRS 1910 response when requested shall automatically result in the removal of the prospective employee from consideration for a position at the Dickinson County Friend of the Court office.
RESPONSIBILITIES AND ESSENTIAL DUTIES AND FUNCTIONS
An employee in this position may be called upon to do any or all of the following essential duties: (These examples do not include all of the duties which the employee may be expected to perform.)
- Plans an orderly sequence of investigation/interview and report preparation in recognition of the Court Docket and priority.
- Reviews wage statements, adjusting figures in recognition of acceptable/ unacceptable deductions from gross income.
- Reviews existing files upon request for determination updates.
- Review records, examining accounts for outstanding balance/ non-compliance and will prepare documentation/initiate corrective actions.
- Interviews parties in person, by telephone, and by correspondence, explaining the rationale for the determination and seeking the establishment of orders and voluntary compliance with established support levels and/or with the Court-ordered support.
- Prepares standardized documentation, pleadings for review by management and use in Court.
- Attends/monitors Court hearings and may obtain additional information/ clarification as instructed.
- Prepares and distributes required information/status decisions to parties, employers, other court and/or governmental offices, and attorneys of record.
- Provides client assistance as scheduling required, answering the telephone, filing, and so forth.
- During the establishment process, examine income tax returns, income information provided by employers, and other information provided by the parties and make calculations to arrive at the proper level of child support.
- Keep records and update records in MICSES and PA/ FOC files.
- Testify in Court on petitions to establish child support.
- Assist the Court and attorneys in understanding the Michigan Child Support Guidelines and providing them with recommendations.
- Assist with keeping statistics of case modifications for reports.
- Perform related duties as required including, but not limited to, the following:
- Processing and Modifying Income Withholding Orders
- Processing Interstate and Intrastate cases
- Processing foster care cases for establishment
- Processing third-party child support cases for establishment
- Knowledge of relative statutes and legislative updates
- Knowledge of medical insurance and medical enforcement/establishment
- Case closure processing
- Knowledge of calculating child support within MICSES and participates in ongoing/continuous training as MICSES updates
- Knowledge of the Michigan Child Support System (computer system)
- Processing military cases for establishment
- Processing cases of incarcerated individuals for the establishment
- Prepare court orders
- File motions
- Processing Tribal cases for establishment, participating in Tribal Court Direct interactions with the Social Security Administration office, and knowledge of processing social security insurance and disability cases. Scheduling hearings, notice hearings, and processing hearing adjournments and dismissals per the statute

ESSENTIAL FUNCTIONS, QUALIFICATIONS, KNOWLEDGES, SKILLS AND ABILITIES FOR EMPLOYMENT
All of the following functions, qualifications, knowledge, skills, abilities, and duties are essential. An employee in this class, upon appointment, should have the equivalent of the following:
- Reasonable knowledge of the methods, practices, and procedures involving social casework.
- Reasonable knowledge of the laws and regulations governing divorce procedures.
- Ability to work with and gain the cooperation of individuals involved. Ability to prepare accurate case records, reports, and correspondence. Ability to work effectively with the public and other employees.
- Ability to communicate effectively to complete duties.
- Ability to work effectively with numbers to complete duties. Possession of a valid Michigan Motor Vehicle Operator's License. Ability to hear well to complete duty #6.
- One year of related experience required. Graduation from high school or equivalent.
- Must be bondable.
- Must be able to become a Notary.
- Must be able to become certified to conduct genetic testing/sampling
