JOB TITLE: Drain Secretary Part-time
RATE OF PAY: $18.69 - $22.20 per hour after one year (TS07)

This part-time position with limited benefits is included in the USW Part-time County unit, although membership in the union is voluntary.
GENERAL SUMMARY:
Well versed in administrative practice and procedure, serves as secretary to the Drain Commissioner. Coordinates service activity with other units of government, gathers and compiles statistical data. Serves as first contact with the Drain Commissioner and will develop agendas, resolutions and other documentation for management use. Supervision is general to direct on specific task assignment and is received from the Drain Commissioner. Employee must strictly adhere to confidentiality provisions established by the Drain Commissioner.
ESSENTIAL DUTIES:
1. Receives and screens walk-in visitors and telephone calls regarding complaints and requests; directs to service locations; explains routine service activity and arranges appointment. Provides and receives information from Federal, State and Local Governmental Agencies, including, but not limited to: U.S. Army Corps of Engineers, Michigan Department of Transportation, Michigan Department of Agriculture and Michigan Department of Natural Resources. Has basic understanding of Drain Laws and Proceedings.
2. Takes and transcribes dictation for correspondence, minutes of Drainage Board meetings and Board of Determination meetings. Sets up and distributes agendas, supportive data and special reports for Drain Commissioner, members of Drainage Boards and Boards of Determination.
3. Prepares resolutions, proclamations, response to letters of general inquiry. Will set up and type/distribute news/press releases and work orders per the direction of the Drain Commissioner.
4. Provides secretarial service including typing and filing for professional and managerial personnel in accordance with time limits and deadlines. Operates various office machines to include computer, electronic calculator, facsimile machine and dictation machine.
5. Will gather data from records, survey involved governmental units and compile data on various concerns, i.e., automated processes, municipal operations.
6. Receives and exchanges information per the direction of the Drain Commissioner only with Township officials, maintenance department, engineering department, bookkeeping department and other County departments.
7. Receives and disseminates mail and payroll distributions.
8. Maintains continuous service files, i.e., Board minutes, executive actions and Board agendas.
9. In all activities, maintains absolute confidentiality on matters of pending management decision making and potential litigation issues.
10. Assists staff accountant in proofing of calculations regarding Drainage District accounts, assessment rolls and billing of maintenance and repair, progress payments and change orders for new construction. Prepare forms for drain proceedings and permits.
11. Consistent and punctual attendance.
12. All other duties as assigned.

QUALIFICATIONS:
Minimum of 2 years of secretarial/office experience with continued increase in responsibility preferred. Typing skill requirement - 70 WPM (corrected). Proficient in Microsoft Word, Excel, Publisher and Power Point programs. Proficient in math, spelling and grammar. Employee must obtain and maintain notary certification to perform document notarization within 30 days of hire. Applicants may be required to take written and/or other examinations.

This position involves sitting most of the time and/or walking or standing for brief periods of time. Additional requirements include the ability to move objects according to the following weight & frequency: Generally, 10 lbs. of force up to 1/3 of the time.
