SUMMARY: This position manages staff of the Social Services Program and general assistance programs through direct supervision, leadership and guidance in consultation with the Human Services Director. This position is responsible for the day-to-day direction, coordination, evaluation, and success of all adult and child welfare case management and general assistance programs. The Human Services Manager will ensure compliance with all applicable grants, policies, procedures and protocols. This position will serve as liaison to the Child Welfare Commission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- In consultation with the HS Director, the HS Manager is responsible for the overall leadership, planning, development, and implementation of the Social Services and General Assistance program services.
- Assist with supervision and management of assigned department staff including but not limited to the following programs: Social Services, USDA Food Distribution, Child Care Development Fund (day care assistance), Community Services Block Grant, Low Income Home Energy Assistance Program, Emergency and Burial assistance.
- Assist with hiring, coaching, and training of staff. Review and evaluate employee performance and recommend necessary action for performance improvement or necessary discipline in consultation with the HS Director.
- Assist with preparing, monitoring, and maintaining assigned program budgets including expenditure approvals, budget modifications, funding requests, and anticipating financial needs.
- Assist with ensuring assigned department programs are making adequate progress towards program goals and objectives and are in compliance with applicable laws and policies and reporting requirements.
- Assist with assigned program development and oversee the coordination of special events and activities.
- Assist the Director with grant applications and reporting requirements for programs including creating goals, objectives, and budgets
- Assist with cross-training of employees within assigned programs to promote flexibility, team efficiency, and sustainability of services.
- Address complaints, problems, concerns, and questions for the LTBB community.
- Attend required meetings, provide information/leadership as appropriate, and participate in any work group or committee assignments.
- Maintain open communication with Director on all aspects of the Social Services Program and General Assistance programs through regular verbal and written reports.
- Assist with assigning, investigating, and follow up on complaints of abuse, neglect, and/or vulnerable adult concerns.
- Maintain appropriate documentation of protective service or prevention matters through case files and database as well as oversee the sharing of information as allowed under applicable laws.
- Review and update forms and case files for compliance with BIA, Child Care Fund, Indian Child Welfare Act, Michigan Indian Family Preservation Act and other relevant laws, grants and policies as they pertain to adult and child welfare.
- Act as a liaison from the Department to the Child Welfare Commission as indicated in applicable statute and policy.
- Manage enrollment eligibility requests and follow up as necessary to determine case status.
- Testify in court on the progress of and services provided to children, adults and families and make recommendations regarding such when necessary.
- Conduct and adjudicate background checks for childcare providers and foster care licensing.
- Coordinate home studies and assessments for foster care licensing and maintenance as outlined in applicable regulations.
- Act as second in command in absence of the Human Services Director.
- Other duties as assigned.
EDUCATION AND EXPERIENCE: Minimum of Master of Social Work (MSW), or human services related field, with at least five years working in human services field required. Three years of experience with Tribal child and adult welfare case management preferred. Supervisory and grant experience required. Must have excellent work history, including with LTBB, if ever employed by LTBB.
KNOWLEDGE, SKILLS AND ABILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required:
- Must be familiar with Indian Child Welfare Act, Michigan Indian Family Preservation Act, LTBB Child Welfare Commission Statute, LTBB Department of Human Services Statute, Vulnerable Elder and Adult or Incapacitated Adult Protection, Guardianship and Conservatorship Statute and the LTBB Child Protection Code.
- Experience working with at risk populations required. Cultural sensitivity is required. Experience working with the Little Traverse Bay Bands community preferred.
- Have experience with Microsoft Office programs for the purpose of composing reports, entering, maintaining and extracting data.
- Must demonstrate excellent written and verbal communication skills. Ability to create and implement policy. Ability to effectively present information and respond to questions from clients, staff and the public.
SUPERVISORY RESPONSIBILITIES: In consultation with the HS Director, the HS Manager will carry out the assigned supervisory responsibilities in accordance with LTBB’s policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, training department employees, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess valid driver’s license, be insurable by the Tribe’s insurance carrier for the duration of employment and have reliable transportation at all times.
COMMENTS: Indian preference will apply (Preference will be given to qualified Native American applicants in accordance with the LTBB Indian Preference Statute). Position is contingent upon completing and passing extensive background check.
ABOUT US: On Sept. 21, 1994, the Little Traverse Bay Bands of Odawa Indians (LTBB) was federally reaffirmed with the signing of Public Law 103-324. The Tribe is governed by a nine-member Tribal Council who serve staggered terms. The LTBB Government presently employs over 200 employees across more than 20 departments, ranging from Healthcare to Natural Resources.
