Job Description
This position will function as the expert specialist for the Technical and Application Infrastructure in Michigan Enterprise Identity and Access Management (EIAM) solution branded as, "MiLogin," for the State of Michigan (SOM). The specialist is the multi-disciplinary authority responsible for design, planning, implementation and support of SOM infrastructure for the MiLogin program. This position will work with appropriate personnel to ensure that all solution applications, database and middleware environments are secure, reliable, scalable and able to accommodate vast amounts of data and application transactions. Additionally, this position will be involved in understanding client Agency's business objectives and aligning information technology architecture to support these objectives. This position will provide technical leadership, guidance and direction to EIAM (MiLogin) contractors, SOM staff and Infrastructure teams for all IT projects in the program scope and interfacing systems. This position will provide technical expertise to DTMB Enterprise Architecture Core Team, DTMB managers and directors, as well as EPMO program managers, project managers and specialists.
MiLogin is an enterprise single sign-on and identity/access management solution which enables the SOM to establish, manage, and authenticate user identities for Web and Mobile SOM IT systems. This solution is used across all state departments and provides access to over 400 various IT systems to Michigan residents and business entities, as well as all SOM employees and contractors. This multi-million-dollar system requires an expert Solution Architect for enterprise policy and process development, system hardware and software architecture, Audit and Security planning, capacity planning, implementation and support. Indirect reporting to Enterprise Architecture. Indirect reporting relationship to the Chief Technology Officer through the Enterprise Architecture Division.

Position Location/Remote Office: The office location is Dimondale, MI. The State of Michigan is not able to offer employment to out of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.
SIGNING BONUS:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.
Required Education and Experience
Education
Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.
Experience
Information Technology Specialist 15
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
Alternate Education and Experience
An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
OR
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
