General Definition of Work
Performs difficult professional work acting as a technical advisor to the Commissioner, assisting in construction administration of projects including inspections, on-site meetings with contractors and fielding landowner complaint calls, completing drain inspections, attending meetings, drafting letters, preparing petitions, orders for drainage projects, encroachment agreements, and related work as apparent or assigned. Work is performed under the general direction of the assigned supervisor. Divisional supervision is exercised over all personnel in the Division.
Essential Functions
• Coordinates construction projects between municipalities, consultants, contractors and residents, selection of work sites, solicit bids from contractors and select qualified contractors to complete work; drafts and mails letters to notify landowners of upcoming projects; assists in construction administration of projects including inspections, on-site meetings with contractors and fielding landowner complaint calls; monitors progress of construction and maintenance crews.
• Supervises Assistant Engineer including assigning and reviewing work.
• Helps supervise maintenance engineer and maintenance worker including helping to prioritize their work tasks.
• Attends meetings of varying nature including meetings with Townships, construction coordination, storm water authority; meets with the general public including public hearings for projects; takes and issues formal meeting minutes, makes design and finance decisions, and attends meetings in the evening after regular work hours.
• Reviews construction plans, specifications, plats, and developments, including review of all design calculations; works with consultants to ensure plans meet Public Works minimum design criteria, and comply with the Public Act 40 of 1956 (Michigan Drain Code).
• Reviews submittals and issues drain right-of-way permits and Soil Erosion and Sedimentation Control Permits.
• Prepares petitions and orders for drainage projects, encroachments agreements and reviews legal right-of-way/easement documents which are generally prepared by our lawyer.
• Performs hydrology and hydraulics calculations to determine culvert sizes for the road commission, MDOT, and property owners for installation in county drains.
• Inspects construction projects which may include inspection on foot or via driving along the drain; completes drain inspections using Arc Online software to digitally capture notes.
• Assists in completing special assessment rolls on landowners and government agencies for construction projects including using ArcMap and BS+A software to accurately analyze and depict properties who should receive assessments.
• Answers questions about drain law and public works standards, soil erosion, floodplains, wetlands, water quality, and drain right-of-way/easements.
• Reviews and approves payments and change orders for construction projects that may increase or decrease the final cost of a construction project.
• Assists with the maintenance of a GIS County Drain Map and associated drain.
• Assists the Commissioner with budgeting for the following year based on projected maintenance.
• Investigates drainage complaints, inspects condition of open channel drains and storm sewer pipes or coordinates that inspection with maintenance engineer/maintenance worker; works with maintenance workers to advise public of problem and solutions; coordinates construction to 'fix the problem' or works with maintenance workers to coordinate construction.
• Maintains a master file of soil erosion permits and performs soil erosion inspections as required.
• Reviews drain legal route and course descriptions and existing and proposed drainage district boundaries using ArcMap software and contour elevation data.
• Represents the Saginaw County Public Works Commissioner and Saginaw County as a voting member at meetings and at public hearings as required by Michigan Drain Code and acts as a spokesperson for the office and the County at such meetings.
Minimum Qualifications
Education: Bachelor's degree with coursework in civil engineering, or related field.
Experience: Considerable (three (3) plus years) experience working with storm water design and maintenance, or equivalent combination of education and experience.
Preferred: Professional Engineer.
Special Requirements
• Possession of Certified Storm Water Operator and Soil Erosion and Sedimentation Inspector through the State of Michigan upon hire.
• Valid driver's license in the State of Michigan.
