Summary This position is located in ATO, Flight Program Operations, Flight Operations Group, BTL Flight Ops Team, AJF-1230. Responsibilities This position directs the strategic goals at an assigned Flight Program Operations (AJF) location by overseeing the administrative and technical direction of flight operations personnel and managing facility management. The Flight Operations Team Manager exercises final authority for managerial responsibilities over a highly technical and specialized staff including work assignments, selections, promotions, disciplinary actions, performance management, awards, and resolution of grievances. Applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units, projects, or programs to accomplish mission objectives. Regularly communicates organizational updates, goals, and objectives with employees and provides feedback to leadership. Oversees staff responsible for performing flight inspection of navigational aids and instrument flight procedures in the National Airspace System (NAS). Ensures crewmembers operate in accordance with applicable 14 Code of Federal Regulations (CFR) parts, operating manuals, and national policy/directives. Applies a detailed knowledge of technical and regulatory requirements and an understanding of the objectives of the major subdivision, the LOB/SO, and the FAA to direct and coordinate resources of a large-scale organization. Demonstrates commitment to the Flight Program Operations 14 CFR part 5 Safety Management System and reinforces a strong safety culture that encourages the open sharing of safety information and mitigation of operational risk. Directs the work of subordinate employees for multiple organizational units/projects/programs across multiple functions and/or disciplines within a major subdivision. Work includes complex projects/programs based on the objectives of the major subdivision/the Air Traffic Organization (ATO) Line of Business (LOB) and frequently the FAA. Makes recommendations to continuously improve the safety and effectiveness of flight scheduling, flight operations, aircraft maintenance, ground safety, and facility maintenance. Integrates and coordinates the work of inter-functional groups and recommends resource allocation for the applicable program segment. Provides leadership in developing, implementing, evaluating and improving processes and procedures to ensure the effectiveness, efficiency, and productivity of the organization. Reviews and approves reports and documentation to assure they accurately reflect the policies and vision of AJF/ATO/FAA and the effect on safety of the NAS. Established guidelines, policies and procedures typically govern the work performed. Individual and organizational performance is typically reviewed periodically through organizational performance measures to ensure timeless, policy compliance, and alignment with other project/program objectives. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan. Stays abreast of maintenance activities and ensure flight program goals are achieved through open communication with the Line Maintenance Supervisor. In some areas, may have frequent contact with customers to explain policies, procedures, for other project/programs purposes. Serves as the AJF facility point of contact for interface with other FAA offices, local, state, and federal agencies, private organizations, and aviation customers. Work is typically governed by established policies, procedures, and mission objectives, which leave considerable room for discretion. This is a non-critical sensitive level position. Incumbent may require access to information classified up to and including SECRET. Incumbent must participate in the FAA Program as crewmember appropriate to the crewmember assignment. Qualifications To qualify for this position at the FV-K (GS/FG-15) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV-J (GS/FG-14) level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. SPECIALIZED EXPERIENCE includes - Experience managing, directing, and coordinating resources in a public or US military or governmental (federal, state, local) environment or private sector dealing with evaluating the effectiveness of a flight program and developing criteria and standards in support of the mission (e.g. flight inspection, transportation of passengers, or goods, aviation dispatcher, dispatcher or collecting and analyzing data for flight inspection missions. - Experience working in a certificated flight program, experience with strategic planning, process evaluation and development, and experience with budget allocation and other administrative policies and procedures. - Experience providing oversight and ensuring readiness routinely and in the event of emergencies, including safety, training, and scheduling. - Experience dealing with laws and regulations in accordance with 14 CFR Parts 5/121/135/141. SELECTIVE PLACEMENT FACTOR (SPF): To qualify, applicants must possess the following: - Flight Inspection Certification issued by Flight Program Operations Selected candidates must obtain a Class III medical certificate prior to appointment. ALSO QUALITY RANKING FACTOR (QRF): Well qualified candidates will possess supervisory experience with a Part 121 or Part 135 certificate holder (or a comparable position in US Military aviation operations), supervisory experience with government department, board or agency that deals directly with aviation matters, oversight of a Part 91 or 125 operations/aviation department, or any combination thereof.
