The Opportunity
The Project Controls Senior Analyst - Mission Critical is a senior level position assigned to a role within Mission Critical business working on cost and schedule.
Prior experience in?federal government contracting?(GovCon) or complex industries like aerospace, defense, and large-scale infrastructure is highly valued.
Contract Type Familiarity:?Proven history managing?cost-reimbursable contracts?(CPFF, CPIF) alongside Fixed Price (FFP) and Time & Materials (T&M) is essential.?
Under general supervision, competently performs all aspects of planning/scheduling, cost analysis, and field project assignments according to training, capability and experience
Provides some guidance to less experienced project controls personnel
Has project team supervisory responsibilities
Regulatory and Compliance Expertise:
FAR & CAS Knowledge:?Deep understanding of the?Federal Acquisition Regulation (FAR)?and?Cost Accounting Standards (CAS)?to ensure allowable and allocable cost tracking.
Audit Readiness:?Experience preparing for?DCAA (Defense Contract Audit Agency)?audits and managing incurred cost submissions.
GAAP Compliance:?Applying?Generally Accepted Accounting Principles?for revenue recognition and billing.?
Technical and Analytical Skills:
Project Performance Metrics:?Expertise in?Earned Value Management (EVM)?principles (ANSI/EIA-748) and variance analysis to track progress against baselines.
Financial Modeling:?Ability to develop?Estimates at Completion (EAC), expenditure forecasts, and budget corrections.
Software Proficiency:
ERP Systems:?Hands-on experience with?Deltek Costpoint, SAP, or Oracle.
Scheduling Tools:?Proficiency in?Primavera P6?or Microsoft Project.
Data Analysis:?Advanced?Excel?(Pivot Tables, VLOOKUPs) and data visualization tools like Power BI or Tableau.?

Key Responsibilities
Demonstrates the capability of leading the project control function of a project and able to influence internal and external clients
Lead facilitator of project forecasts
Recognizes issues and advises project team or JV partners on matters affecting project execution
Supports proposal efforts. ?
Cost:
Leads project cost controls team to prepare baseline cost deliverables.
Leads and analyses monthly/quarterly reports.
Leads quantity mgmt reporting.
Leads change mgmt program.
Applies key scheduling processes.
Schedule/Planning:
Leads project controls scheduling team in plan & schedule preparation.
Interfaces with JV partners for Planning ?and Scheduling activities.
Ensures constructability is part of planning process.
Applies in key cost control processes.
PJC Management:
Leads a team of project control professionals.
Coordinates planning and cost control functions on less complex projects after baseline in place.
Ensures systems are in place to know work status and identify issues proactively.
Interfaces with management team to identify issues.
As applicable advises field teams and HO PCM on matters affecting project success.
As applicable able to lead/direct PJC activities with JV and S/C construction partners.
Management Responsibilities
Acts in capacity of a "lead person." Does not have management responsibility for the people to whom they provide work direction.
Preferred Qualifications
Prefer four-year Bachelor's degree in Engineering or Construction Management.
Assigned to projects for U.S. Government Agency/Department clients. Candidate must be a U.S. Citizen.
Minimum Qualifications
Four-year Bachelor's degree with six or more years of relevant Cost Control of Planning & Scheduling experience OR no four-year Bachelor's degree required with eight years or more of relevant Cost Control or Planning & Scheduling experience in Home Office or Field Office.

Work Environment/Physical Demands
Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance and work assignments.
Occasional travel up to 25% may be required.
Construction Site Environment: This position requires standing, kneeling, bending, stooping, moving, and walking long distances in and around confined, cluttered places and uneven areas. It also requires the ability to see and hear naturally or with correction, work at heights above 5 feet, climb and maintain balance on stairs, ladders, and scaffolds and work up to a 12-hour shift. The work environment may involve cramped workspaces, very hot or cold temperatures, inclement weather, extreme lighting conditions, distracting or uncomfortable noise levels, and hazardous equipment.
