CHIEF EXECUTIVE OFFICER: Under the direction of the OnPoint Board of Directors (Board), the Chief Executive Officer (CEO) provides leadership to OnPoint in providing comprehensive mental health services to the Allegan community. The CEO is responsible for the strategic direction, operational management and the overall performance of the organization, ensuring high quality service and fostering a culture of innovation and collaboration. The CEO functions as the administrator in accordance with the approved plans and budget, the general policy guidelines established by the Board, applicable procedures and regulations, and the provisions of the Mental Health Code as it exists and may be amended. The CEO serves as spokesperson for the Board on matters of established policy, or preliminary program development and services as liaison with local, state and federal agencies.
PAY RANGE/BENEFIT PACKAGE:
Salary Range: starting at $172,212.00 up to $237,816.00 annually - placement above minimum salary is based on experience.

REQUIRED EDUCATION and QUALIFICATIONS:
- Master’s degree in a human services field, public administration, healthcare administration or other related field from an accredited educational institution required
- Five to ten years senior management experience in a behavioral health setting with a strong understanding of community mental health services and systems required.
- Proven track record of effective leadership and team management, with the ability to inspire and motivate staff and stakeholders.
- Excellent interpersonal and communication skills, with the ability to engage effectively with diverse audiences.
- Strong analytical and strategic thinking skills with a focus on problem-solving and innovation in service delivery.
- Familiarity with state and federal mental health regulations, funding mechanisms and community health needs.
PREFERRED EDUCATION and QUALIFICATIONS:
- Management experience in a public behavioral health agency in Michigan preferred.
- Doctorate in a human services field, public administration, healthcare administration or other related field from an accredited education institution is a plus.
- Lived experience with mental illness/developmental disabilities/co-occurring disorders/substance use disorders or homelessness is valued.
GENERAL RESPONSIBILITIES:
- Provides visionary leadership for strategic and organizational planning, daily decision-making, policy formation, and administrative implementation that aligns with the mission, vision, and values of OnPoint.
- Ensures efficient and effective operations across all programs and services, optimizing resource allocation and managing budgets.
- Ensures OnPoint fulfills its responsibilities as a Community Mental Health Services Program (CMHSP), a Certified Community Behavioral Health Clinic (CCBHC), and a Housing Assessment and Response Agency (HARA) for Allegan County.
- Builds and maintains strong relationships with community stakeholders, including government agencies, healthcare providers and local organizations, to enhance collaboration and support for mental health initiatives.
- Represents the agency at the local, regional (PIHP) state and federal level, advocating for mental health policy and funding that benefits the community.
- Leads and mentors a diverse team of professionals, fostering a culture of accountability, inclusion and continuous professional development.
- Implements and maintains systems for monitoring and evaluation the quality of services provided, ensuring compliance with regulatory standards and best practices.
- Responsible for the entity’s corporate compliance with federal and state healthcare program requirements.
- Oversees financial management of the Agency, including budgeting, forecasting and diversification of funding sources to ensure the agency’s sustainability and growth.
- Lead and oversee revenue generation and diversification (e.g. from emerging insurance entities, other third-party sources, etc.)
- Communicate effectively with the Board by providing accurate information and recommending appropriate action by the Board.
- Adheres to Board decisions and promotes the same among staff, while creating and promoting a collaborative team atmosphere.
- Makes recommendations as to the organization and reorganization of OnPoint.
- Responds well to unexpected situations and makes appropriate recommendations.
- Directs the hiring of staff and their performance evaluations, delegating personnel activities in accordance with Board guidelines. Retains final staff responsibility for personnel practices, staffing and performance evaluations.
- Oversee the Office of Recipient Rights in a manner that understands and demonstrates a balanced approach to complaint resolution.
- Participants with the Lakeshore Regional Entity and represent the best interest of OnPoint.
- Keeps abreast of trends, experiments and successful new programs of mental healthcare and education and disseminates relevant information to appropriate staff.
- Meets the standards of the Michigan Department of Health and Human Services for Chief Executive Officers.
- Performs other duties as determined by law or the Board.
