POSITION: Aging & Disability Resource Director
SUPERVISOR: Executive Director
SUPERVISES: Department Manager, Specialists, and Coordinators;Transportation Drivers; Home Care Workers; and Service Contractors
FLSA STATUS: Exempt
SALARY RANGE: $55,000 – $70,000
JOB GOAL: To direct the fiscal and programmatic management of the Aging & Disability Resource Programs (including Resource Advocacy, Chore, Home Injury Control, Person-Centered Options Counseling, Transportation, and Home Care). To plan and develop new programs as appropriate for the department. To manage programs that keep Monroe County seniors in their homes, identify their needs, and provide information and referrals to individuals with disabilities. To assure that contracted services are being performed with the highest quality and respect to senior and disabled clients.
DUTIES:
1. Provide administrative direction through the development of policies, procedures and standards for service while organizing, directing and supervising Aging & Disability Resource staff.
- Develop job descriptions, guidelines and standards for job performance as needed.
- Interview, screen and recommend new staff for employment.
- Plan and organize the departmental orientation for new staff.
- Supervise work performance and evaluate staff performance annually.
- Provide on-going in-service training for staff.
- Review and approve all staff hours, mileage reports, and leave requests.
2. Maintain financial support for all Aging & Disability Resource Programs.
- Work with Finance Director to develop program budgets and to oversee expenditures.
- Write proposals for funding sources and present for funding.
- Seek and secure additional funding to meet the needs of senior clients and disabled.
- Maintain and submit required reports and oversee billing statements.
- Responsible for monitoring the units of service in regard to projections and tracking unduplicated clients served.
3. Responsible for the oversight of service delivery.
- Oversee bid process and negotiate contract services for lawn/snow removal on an annual basis.
- Oversee the scheduling of home visits and contracted services.
- Responsible for monitoring client assistance to assure quality service.
- Responsible for assuring all waiting lists/priorities are addressed in a timely manner.
4. Establish and maintain liaison with senior and disability service providers and other human service agencies.
- Participate in Advisory Council, Monroe Aging Consortium, COA Director’s meetings, related meetings, and trainings to promote public awareness of senior programs and other services provided through the Community Action Agency.
- Give presentations to funding sources to assure funding levels for programs within the department.
5. Perform other duties as assigned
- Actively participate in Agency fundraising.
Qualifications:
- Bachelor’s degree required with higher education preferred, plus 2 years’ experience in Human Services field. Must possess a high school diploma.
- Preference will be given to candidates with proven ability to administer several human service programs.
- Demonstrate ability to communicate effectively both verbally and in writing, including public presentations and grant writing.
- Good organizational skills.
- Ability to direct and delegate duties with tactfulness.
- Demonstrate good problem-solving skills and ability to work well under pressure.
- Experience in computer programs and software (ie, Word, Excel, Access and Internet)
