Responsibilities
1. Business Stabilization & Workforce Transformation Lead - Technical Program Manager (IC4/5)
Responsibilities:
Own and drive enterprise stabilization strategy for current- and next-generation products, establishing escalation governance and ensuring ongoing system reliability and performance.
Lead organizational workforce transformation, including program design, training roadmaps, capability and skills assessments, streamlined onboarding, and continuous upskilling programs aligned with Oracle's product, cloud, and infrastructure roadmaps.
Set the strategic direction and provide execution oversight for the Professional Excellence (PE) pipeline, including organizational development, leadership development programs, succession readiness, and long-range Strategic Workforce Planning (SWP), in partnership with senior leaders and HR.
Drive and manage hiring initiatives, onboarding procedures, and talent pipeline programs, influencing role design, workforce mix, capacity planning, and onboarding approaches to support stabilization priorities and future business scalability.
Design, launch, and operationalize Centers of Excellence (COE) for Technical Program Management (TPM) and Site Reliability Engineering (SRE), including defining standards, best practices, and continuous improvement mechanisms.
Act as a senior cross-functional leader and advisor, partnering closely with Engineering, Product Management, HR, and executive stakeholders to ensure transformation programs are tightly aligned to business strategies, operational needs, and emerging technologies.
Lead escalation management, provide expert resolution guidance, and ensure organizational readiness for business continuity.
Measure and report impact of stabilization and workforce programs, identifying opportunities for improvement and scalability in alignment with organizational objectives.
Qualifications:
7+ years' experience in technical program management, organizational transformation, or a related field (15+ years' preferred for senior-level candidates).
Demonstrated success leading complex, multi-year stabilization and transformation programs across global, matrixed organizations, especially within both software and hardware environments.
Deep expertise in strategic workforce planning, escalation management, talent development, assessment tools, and implementation of enterprise training initiatives-including skills assessments and modern operating models.
Strong stakeholder engagement and influence skills; experienced working with cross-functional business and technical teams and building alignment at the executive level.
Excellent analytical, systems-thinking, organizational, and leadership skills, with proven ability to translate strategy into scalable, measurable programs and demonstrable business impact.
Experience establishing or evolving Centers of Excellence, leadership pipelines, and enterprise capability frameworks is strongly preferred.
Hands-on experience working internationally or leading distributed teams a plus.
2. Operations/ROB & Execution/Planning TPM - Technical Program Manager (IC4)
Responsibilities:
Lead operational workflow design and process documentation efforts for both internal and external-facing teams.
Drive project/scrum/financial planning processes, ensuring disciplined milestone management and transparent execution.
Develop a ROB planning calendar & roadmap used to drive consistency within the business.
Establish and maintain reporting cadence, manage day-to-day operations, and oversee regular business (ROB) reviews.
Own and scale documentation programs, including UX content strategy, Confluence/team site management, editorial calendar, and governance.
Define UX content strategy across product experiences and support materials
Support COE stand-up and design by mapping "as is" and "to be" business processes.
Develop internal and public-facing support content, conduct audits and user research, and translate complex workflows into user-friendly resources.
Mentor and lead team members in content strategy, research methodologies, and scalable documentation practices.
Qualifications:
7+ years' program or project management experience with a focus on operational excellence, process design, or documentation.
Proven track record leading documentation, UX content, and operational improvement initiatives-preferably in healthcare or software environments.
Excellent communication, stakeholder management, and collaboration skills.
Familiarity with project management tools (e.g., Jira, Asana), Confluence, and content management systems.
Strong analytical mindset and experience with business process re-engineering.
3. Innovation & Automation TPM - Technical Program Manager (IC4)
Responsibilities:
Lead design, launch, and scaling of cross-functional innovation and automation programs aligned to Oracle's business and technology strategies.
Own the end-to-end management of AI product management and Automation Testing proof-of-concept (POC) initiatives, driving AI-enabled process innovation and first-generation product stabilization for scalable impact.
Partner with engineering, product, analytics, DevOps, and business stakeholders to develop future-state process designs and deliver seamless technology integration.
Oversee the full lifecycle of POCs: from ideation, requirements, solution design, technical piloting, deployment, through to operationalization and measurable adoption.
Develop and implement KPI dashboard solutions, analytics frameworks, and robust reporting utilizing modern BI platforms to drive data-driven decision making.
Organize and facilitate innovation events (e.g., "Innovation Days") and technical workshops, fostering a culture of ideation and continuous improvement.
Support enterprise adoption of automation at scale through best-practice sharing, training programs, documentation stewardship, and creation of self-service enablement resources.
Collaborate on the development and execution of cloud analytics and reporting strategies, in line with Oracle Cloud and Fusion Cloud Applications standards.
Develop test automation strategies and tooling to accelerate deployment quality and reliability.
