The Infrastructure Engineering Services (IES) Federal Network team plays a foundational role in this mission, delivering enterprise-grade networking and security solutions that power Oracle's most critical workloads across US-based OCI and OHAI data centers for our Federal customers.
The IES Federal Network team is responsible for the network strategy, support, and standardization of the Federal environment in OHAI's US-based data centers and cloud footprint. The team's responsibilities span across core routing and switching, security services including firewall management, advanced fabric technologies, OCI cloud networking, and network automation. They are responsible for managing monitoring, security, and lifecycle management of hardware and software. The team's work underpins network operations, engineering, architecture, and automation for several cross-functional teams, ensuring a smooth and scalable network environment. One of the team's core priorities is the migration of our Federal clients to Oracle Cloud Infrastructure (OCI). To support this, the Federal Network team requires experienced specialized network operations personnel who possess both deep architectural knowledge and extensive migration experience. Ensuring Site UP is the top priority, we are laser focused on ensuring site reliability, performance, and security while leading migration efforts to the next generation cloud infrastructure. Consisting of a group of experienced Network Engineers, the IES Federal Network team is the high-octane engine powering the transformation of our data center network to native cloud based infrastructure. Role Description
Oracle Infrastructure Engineering Services (IES) is seeking a highly skilled Sr. Manager of Federal Networking to lead and advance network engineering and operations capabilities across Oracle Health and the wider Oracle Industries ecosystem. This leader will play a crucial role in managing day to day network operations in a highly dynamic environment by optimizing operational processes, unifying disparate team cultures, and delivering reliable, secure, and compliant network services for government healthcare customers. You will work hands-on to manage a team of engineers and guide teams through change and build trust, driving the adoption of best practices, cutting-edge automation, and data-driven continuous improvement.
This position requires leadership and decision-making in a complex, global, highly regulated setting. You will empower engineering teams by providing clear priorities, professional development, and support, while personally managing executive, cross-unit, and customer-facing escalations. You will serve as the central point for integrating new teams and legacy organizations, ensuring consistent network operations, compliance, and delivery quality across multiple business units in the Oracle Industries Global Industry Units (GIUs) ecosystem.

Responsibilities
Role specific Responsibilities:
Lead, mentor, and develop a diverse, high-performing network engineering and operations team.
Oversee network implementation, maintenance and support of the federal network environment, including lifecycle management and vulnerability management aspects.
Monitor and adjust operational processes to achieve the highest level of efficiency while meeting customer and company requirements.
Ensure change management processes are followed to ensure environment changes are well documented and communicated.
Ensure incident management processes are followed to ensure timely incident resolution is accomplished to meet SLA requirements.
Advocate for your team in support of team values and SLAs related to work requests and projects.
Support team 24x7 oncall activities by understanding work instruction and related incident and escalation processes.
Manage day-to-day operational integrity of network services across traditional federal enclave and OCI environments ensuring robust performance, high availability, and compliance with regulatory standards such as FedRAMP and HIPAA.
Foster a culture centered on engineering excellence, technical rigor, and curiosity, where teams are encouraged to experiment and improve through iterative development and measured risk-taking.
Champion the adoption and optimization of automation frameworks including Python and Ansible, driving down manual effort, error rates, and incident response times.
Establish and enforce best practices for network performance monitoring, proactive issue detection, root cause analysis, and the prevention of repeat incidents.
Personally manage and respond to executive- and customer-facing escalations, providing calm, data-informed leadership during high-stakes incidents.
Collaborate with leaders and stakeholders across Oracle Health and the government to harmonize priorities, resolve dependencies, and share operational learnings.
Directly engage in the post-incident review process, ensuring actionable root cause analysis, implementation of preventative measures, and a culture of learning and continuous improvement.
Own operational metrics, reporting, and accountability for established SLAs, performance KPIs, and audit readiness. Present clear, honest assessments of risks and achievements to executive leadership.
Partner with HR and Talent Acquisition to identify, recruit, and retain top network engineering talent, helping to build resilient, high-capacity teams.
Promote open communication and constructive debate while modeling decisiveness and accountability, especially when consensus cannot be reached or ambiguity persists.
Navigate complex business environments and regulatory requirements while guiding your team in adapting to shifting priorities, new technologies, and evolving customer needs.
Lead training, knowledge transfer, and capability building initiatives to ensure operations teams are equipped to handle the demands of Oracle's global, mission-critical networks.
Outline and communicate high level new project milestones and dates to ensure accurate and timely project delivery while taking into account existing priorities and timelines.
Required Qualifications:
United States citizenship and federal criminal background check processing including but not limited to submission of SF-86 are requirements for this role.
Bachelor's degree in Computer Science, Engineering, or related field or equivalent hands-on experience
10+ years of experience leading teams in an 24x7 enterprise-scale network operations environment
5+ years managing high-performing technical teams
Ability to develop and build frameworks for consistent pre- and post-change validations and to ensure service availability across network platforms
