- Must possess and continuously maintain a valid Michigan driver’s license, as well as qualify to drive a Division vehicle in compliance with the Division Driver Policy.
- Must have the ISA CCST Level 1 Certification
- Graduation from High School or equivalent G.E.D.
- Must have an Associate’s Degree in Instrumentation Technology, Electrical Technology, Industrial Automation, or a related area as approved by the Employer; a Bachelor’s degree is preferred. If related area of degree is not in the categories listed must provide proof of 40 hours of relevant technical coursework (electrical, electronic programming or instrumentation).
- Must have a minimum of 5 year’s instrumentation and electronics experience in a large manufacturing, commercial or utility facility, providing broad areas of experience and expertise in the electrical and instrumentation fields.
- Must be able to work in confined spaces and outdoors under varying climatic conditions.
- Must be able to walk over rough terrain and climb ladders and stairs.
- Must be able to lift a minimum of seventy-five (75) pounds.
- Must have color vision.
GENERAL STATEMENT OF DUTIES
Is in responsible charge of electrical and instrumentation projects at locations throughout the Division. Responsible for training lower-level Instrument Technicians throughout the Division. Responsible for the installation, maintenance, repair and calibration of electrical equipment, controls and instrumentation in the water treatment plant, water distribution system, sewer collection system, and wastewater treatment plants. May be required to work at and report to various locations throughout the Division. Employer reserves the right to assign and reassign the employee’s location as necessary.
STATEMENT OF TASKS
Leads and coordinates installing, calibrating, field testing, maintaining, troubleshooting and repairing instrumentation, communication, control, computer, SCADA and electronic systems and equipment including remote terminal units and PLC;s.
Assists in the development of preventative maintenance procedures to monitor equipment and ensure early detection of potential equipment problems.
Makes recommendations and evaluations of communication, computer, instrumentation, and electrical systems on various projects.
Provides specifications and cost estimates on various projects for improvements to treatment facilities, water distribution and wastewater collections systems.
Creates long and short-term electrical and instrumentation master plan studies for water distribution, wastewater collection, treatment facilities, communication, instrumentation and computer systems.
Updates and maintains current as-built drawings of electrical and instrumentation upgrades.
Assembles and correlates data and prepares reports needed for operational areas and planning purposes.
Coordinates between operations, engineering, contractors and others to facilitate project completion.
Reviews studies and reports for Division wide electrical and instrumentation consistency. Reviews and coordinates with electrical and instrumentation maintenance needs with appropriate staff and supervision.
Assists in development of Capital Investment Plans and project proposals
Verifies quality of preventative electrical and instrumentation maintenance procedures, predictive maintenance techniques, and corrective equipment repair methods.
Reviews plans and specifications of proposed facilities for potential impacts to electrical and instrumentation equipment, systems or operations. Identifies and recommends modifications to existing systems and equipment.
Acts as Project Manager; plans, coordinates, and conducts projects within area of responsibility, including monitoring scope, qualify, budget and schedule.
Must rrespond to emergencies.
Performs special projects and studies or any other duties as assigned.
Maintaining and installing control, computer, phone, fiber optic and various network systems.
Assures compliance with all applicable standards and codes.
Leads and trains, conducts skills assessment and recommends training. Provides training to other Union staff as directed by the Employer
Responsible for inventory and purchasing of equipment and parts as needed.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of electrical investigative and analytical techniques, including familiarity with electrical safety.

- Knowledge of electronics fundamentals, SCADA, communication network and protocols, PLCs, voice and communication systems, audio and video equipment, VFD’s and soft starters and motor control circuits.
U-8 SENIOR 1: Must meet all minimum qualifications. If an internal candidate must have a minimum of 3 years’ experience as a U-7 Instrument Technician at GCDC-WWS. If external candidate must have 5+ years of experience.
U-9 SENIOR 2: Must meet U-8 requirements. Must have the ISA CSST Level 2 Certification. Must have a minimum of 10 years’ instrumentation and electronics experience in a large manufacturing, commercial, or utility, providing broad areas of experience and expertise in the electrical and instrumentation fields. If internal must have a minimum of 3 years’ experience as U-8 Instrument Technician at GCDC-WWS.
