Description Position Summary:
Technology Planning & Development is responsible for all aspects of technology planning and development within the New Product Development team to include technology road map development, Internal Research and Development (IRAD) project scope development, IRAD schedule and budget development, USG Co-operative Research and Development Agreement Development (CRADA) scope development/definition and planning. They are responsible for coordinating technical input and content into proposals to support Business Development identified pursuits and opportunities. Additionally, they are responsible for the unified coordination and execution for Product Development across all New Product Development sites. This role requires deep expertise in emerging technologies relevant to combat vehicle systems – including mobility, survivability, lethality, autonomy, power systems, and networked communications — along with strong leadership and planning skills.
Salary Range: $130,000 – $158,000
Key Responsibilities:
- Define and execute the process to document multi-year technology roadmaps in conjunction with the Business Development to include development of detailed timelines, new product development and/or product improvement insertion plans.
- Develop IRAD scope, schedule, and budget definition quad charts to present to American Rheinmetall Leadership for IRAD project prioritization, selection and approval.
- Work with finance to establish, maintain, monitor, and report budgets for IRAD and CRADA Projects across the New Product Development portfolio.
- Support business development in the process of assessing pursuits and opportunities in order to rank order them based on the future value analysis, internal rate of return calculation, and expected net present value analysis,
- Assist Business Development in white paper, RFI, and bid & proposal efforts to develop technical scope definition and schedule inputs for New Product Development programs.
- Support new business development efforts through organizing and leading the New Product Development Team in the development, writing, and reviewing of proposals and inputs to cost volumes.
- Develop and maintain customer relationships with USG R&D community and within CRADA Projects.
- Coordinate across American Rheinmetall Product Development site locations to assess New Product Development resource needs and assess staffing and resource needs.
- Design & develop New Product Development metrics and measures, provide budget performance summaries, program results, and recovery plans (if needed) to direct management and senior leadership.
- Partner with the Project Managers to ensure technical program requirements are being properly met for all New Product Development programs.
- Coordinate with the Sr. Manager, Engineering & Design and the Chief Engineers to ensure appropriate engineering resources are available and key skill sets are staffed to support the New Product Development portfolio of projects and programs.
- Assist the Manager of Engineering Excellence in developing New Product Development, site wide, specific or modified processes.
- Provide input and review of the annual operating and investment plan to finance.
- Create and brief technical presentations to both internal and external customers.

POSITION REQUIREMENTS Minimum Qualifications:
Knowledge, Skills and Abilities (as demonstrated through experience, training and/or testing)
- Broad knowledge in Software, Mechanical & Electrical Engineering and related Standards/Processes
- Ability to present technical solutions to clients and internal stakeholders
- Working knowledge of defense procurement practices and the DoD acquisition cycle
- Familiarity with the US DoD ground vehicle requirements
- Practical ‘hands on’ attitude with the ability to operate independently
- Currently holds or can obtain SECRET US Defense clearance.
- Detailed knowledge of Military Standards and regulations
- Familiarity with the US Army TACOM / TARDEC organizations
- Ability to communicate with all levels of management and staff to establish productive relationships through diplomacy, influence, trust and superior negotiating skills.
- Promote collaboration and facilitate teamwork across the organization and its external service providers. Ability to be tactful, diplomatic, and work with integrity, honesty, and respect for others.

Desired Experience:
- Proven track record of organizing and leading teams to produce tangible output and results
- 5 -15 years’ experience in having large-scale contribution to complex programs
- Experience in developing and delivering platforms in IRAD/Developmental Environment
- Applied working knowledge of Systems Engineering and design engineering with a proven track record of product development throughout the entire product lifecycle
- Experience with bid capture, contract negotiations and delivery planning
- Practical ‘hands on’ attitude with the ability to operate independently
- Currently holds or can obtain SECRET US Defense clearance.
- Detailed knowledge of Military Standards and regulations
- Experience working in a multi-national, multi-organizational and corporate environment
- Experience with engineering and supply chain management in a highly regulated industry
Preferred Qualifications:
- Active Secret Clearance, desired
Education:
- BSc Engineering (e.g. Mechanical, Electrical, Systems, Aerospace, Automotive)
- MSc Engineering desired (e.g. Mechanical, Electrical, Systems, Computer, Management)
- MBA Desired
Background Prerequisites:
