GENERAL SUMMARY: Performs routine and semi-complex clerical tasks requiring understanding of departmental activities and exercise of good judgment. Provides clerical support directly to the Health Officer, Administrative Staff and Communicable Disease Department; Interacts with management, nurses, nurse practitioners, laboratory personnel, other staff as well as the public through written, telephonic, and face-to-face communications; Trained in Michigan Disease Surveillance System (MDSS) and Michigan Care Improvement Registry School Immunization Reporting System (MCIR SIRS). Works under the general supervision of the Health Officer and Public Health Services Manager, and takes daily instruction from the clinic nurses and other applicable personnel.
ESSENTIAL FUNCTIONS:
1. Provides clerical support to the Health Officer and Administrative staff (including Medical Director, Medical Examiner and Public Health Services Manager). Sets up and produces a wide variety of written materials, such as legal documents, statements, financial summaries, policies/procedures, tables and general correspondence. Types from records and rough draft.
2. Takes minutes at agency staff meetings and other agency meetings, as requested.
3. Sorts mail, time stamps, indexes and files departmental materials.
4. Conducts searches and verifications from departmental records for interested public, and/or other departments and preparation of reports.
5. Updates enrollment, mailing, client service and case status records, as needed.
6. Prepares supply orders and assists with maintaining inventory of clinic and office supplies.
7. Develops and submits requisitions, receipts and invoices for payment through the County’s fiscal management software.
8. Communicates effectively with internal/external entities; prepares program and fiscal reports on a timely basis regarding department operations.
9. Assists Communicable Disease staff by sending emails/letters as requested by CD staff to the Public and other agencies for education and surveillance
10. Electronically sorts incoming faxes and moves them into correct departmental fax folder
11. Trained in use of MDSS for clerical tasks including importing lab results/letters and making clerical notes within the system.
12. Works with schools and their reporting of communicable diseases with the use of MDSS
13. Trained and HIV certified to upload results into MDHHS HIV reporting system
14. Works with schools and their reporting of vaccination status of students with the use of MCIR/SIRS
15. May be cross-trained with other clerical staff to cover phones during staff vacations and illnesses.
16. Punctual and consistent attendance is an essential function of this position.
17. In times of a public health emergency, may be required to report for specialized assigned duties inside or outside of Bay County. Perform emergency response roles, as required.

QUALIFICATIONS
Required:
• High School Diploma or GED
• Keyboard 60 wpm (testing may be required).
• At least six months experience in a position where attention to detail and accuracy are of paramount importance, especially in dealing with data, records, files, reports, charts and case numbers.
• Excel and Word intermediate proficiency (testing may be required).
• Six month’s previous receivable/invoicing experience.
• Must be able to perform multiple tasks nearly simultaneously, such as waiting on clients, answering the telephone, typing, retrieving information, communicating with staff, etc.
• Must have experience communicating and courteously reacting to upset or angry clients.
•Excellent mathematical, analytical, written/oral communication and time management skills.
Preferred:
•Associate’s Degree in business administration or related field
• Proficiency in Tyler Technologies Munis software.
• Proficiency in State of MI Single Sign On and MDSS and MCIR systems.
• Self-starter. Learns on the fly.
• Public sector experience.
• Experience with grants.
• Ability to complete tasks with minimal supervision.
