ECONOMIC DEVELOPMENT TECHNICIAN
GENERAL STATEMENT OF DUTIES: Perform work pertaining to the economic development of the City of Warren as assigned by the Economic Development Director. Work with a variety of departments including Planning and Community Development to forward Warren’s
development.
SUPERVISION RECEIVED: Work is performed under the general supervision of the Economic Development Director. The employee is expected to exercise mature and independent judgment in developing work methods and carrying out assignments.
TYPICAL EXAMPLES OF WORK: An employee in this position may be called upon to do any or all of the following:
Interpret and explain program policies to other employees and the public.
Maintain a G.I.S. presence within the department through the creation of maps and other useful tools.
Ensure management of neat and orderly files.
Attend meetings of various types. Take notes and participate in discussion.
Compose and type correspondence and reports, which require considerable knowledge of Economic Development policies.
Receive inquiries from the public by letter, phone or in person and furnish the proper information or direct the inquiry to the proper source.
Receive and sort mail.
Creation of purchase requisitions and handling of invoices.
Maintain files and records of correspondence, reports and other information as required.
Assist in the creation of various documents and plans as related to the advancement of Warren as a ‘Redevelopment Ready Community’.
Perform computer-based applications such as ArcGISPro, Microsoft Suite, Trello, etc.
Operate a variety of computer hardware, related peripherals and software.
Assist in the carrying out of development processes by corresponding with developers, business owners, and other Warren departments.
Maintain a presence at Downtown Development Authority and Tax Increment Finance Authority meetings, as well as various steering committee meetings.
Assist in carrying out projects related to the Brownfield Redevelopment Authority. Complete Brownfield reporting to the state of Michigan.
Assist in the research, creation and carrying out of longterm planning through the Master Plan, the Historic District Plan, and the Van Dyke Corridor Plan using best practices of Michigan Main Streets and other development strategies.
Assemble data and create reports going to City Council, Mayor, department heads, and others.
Travel as needed to attend meetings, view development projects, collect data on vacant properties, etc.
Handle responsibilities pertaining to the Vacant Property Committee, including but not limited to: corresponding with interested parties from the public, creating agendas,
participating in decision-making, recording minutes, and setting meetings.
Assist in the planning and carrying out of various events and programs, including but not limited to: Warren Wheels, the Patriot Housing Program, and MI Warren Buy Warren.
Confer with the Program Director on the progress of projects and activities, make recommendations, and participate in staff conferences.
Participate in various educational and training opportunities.
Perform related work as assigned.

DESIRABLE QUALIFICATIONS:
Considerable knowledge of activities, policies and procedures of the Economic Development Department and the tasks associated with the Economic Development Director.
Considerable knowledge of tax increment financing and boards such as the Brownfield Redevelopment Authority, the Tax Increment Finance Authority, and the Downtown Development Authority.
Ability to understand multi-step instructions, oral and written, and carry them out with minimal amount of guidance.
Ability to write concise grammatically correct reports.
Ability to establish and maintain satisfactory working relationships with fellow employees, city officials, and the public.
Ability to prepare statistical records and reports.
Reasonable knowledge of long-term planning and redevelopment activities.
