Nature of Work
The purpose of this job is to maintain, monitor, reconcile, analyze, invoice and evaluate accounting records for reporting purposes including yearend. Identifies areas that need corrections or adjustments and make the necessary entries, including procedures and internal controls. Manages and reports information to other Governmental units (local, state) and the general public.
Examples of Work
Develops and implements accounting and financial procedures and internal controls
Maintains and reconciles accounts and journal entries
Accounts Receivables and Collections
Develops, monitors, reviews, verifies, posts to the journal, reconciles, adjusts, approves and presents for audit the department or office accounts
Prepares and reviews financial and cash reports and statements
Gathers data, prepares and analyzes spreadsheet and cash flow studies, prepares and reviews department/office and vendor financial reports and statements on a periodic and annual basis
Analyzing, interpreting, and managing large volumes of accounting data
Understand and apply legal requirements and administrative policies to departmental accounting functions
Assists and provides support for the distribution and settlement of property tax payments including the various special tax act monies to various levying units as receipts are received
Provide delinquency reports to staff and assist in collection activities
Performs related work as required
The City of Grand Rapids is currently in a system implementation to Oracle Software. Previous work experience with Oracle or Oracle Fusion software is beneficial but not required.
Minimum Training and Experience
Bachelor's degree from an accredited college or university in accounting, business administration or a related field
--AND--
Two (2) years of professional accounting experience
--OR--
Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
Other Necessary Qualifications
Knowledge of:
Budget analysis and preparation
Accounting practices and the laws, ordinances, and regulations relating to public sector and/or non-profit accounting and financial affairs
Principles, theory, methods and practices of basic accounting – GAAP (Generally Accepted Accounting Principles)
Modern office procedures, methods and computer equipment including financial systems, spreadsheet and database applications
Skill in:
Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
Performing a variety of duties, often changing from one task to another of a different nature
Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
Ability to:
Compile, verify, and analyze complex financial records and reports
Develop procedures and financial controls to meet accounting needs
Communicate effectively both orally and in writing
Maintain records and prepare reports
Establish and maintain effective working relationships with other employees, government officials, and the general public
Manage multiple projects simultaneously
Work effectively in a team environment
Perform work in a deadline driven environment
Understand property taxes and basic knowledge of real estate
