Title:Data Modernization Specialist

Location: Remote/Virtual - Must Live and Work In Michigan
Purpose:The Data Modernization Specialist will support public health data modernization initiative (DMI) related work in the Data Strategy Section for the Michigan Department of Health and Human Services (MDHHS), with a focus on enhancing and implementing electronic case report forms (eCRs) as the mechanism for healthcare providers to report incidences of communicable disease to support public health surveillance. To support those efforts, the incumbent will be responsible for eCR recruitment activities, communication with healthcare organizations and other partners, troubleshooting issues that arise with electronic data transfer, maintaining current information promoting eCR participation (via websites, etc.), and developing eCR-related workflows, training, and support materials.
The Data Modernization Specialist will also support the Data Strategy Section Manager and Data Systems and Operations Director in identifying, facilitating and implementing data modernization activities in alignment with the Strategic Plan for the Bureau of Infectious Disease Prevention (BIDP), and in alignment with the broader Public Health Administration (PHA) Data Strategy. In this role, the incumbent will be responsible for reporting on DMI activities to the CDC and other funders on behalf of the BIDP. This position will also provide consultation in the modernization of the Michigan Disease Surveillance System on enhancements necessary to support eCR and other priorities.
DUTIES AND RESPONSIBILITIES:
Report on DMI activities to federal funders on behalf of BIDP.
Staff BIDP DMI Work Group and support Data Strategy Section Manager in executing work of the PHA Data Strategy.
Conduct education and lead training on eCR and other DMI priorities for internal and external audiences.
Establish and maintain relationships across the department, including Bureau of Labs and Vital Records, and with external healthcare and technical stakeholders to facilitate eCR adoption and socialize other DMI priorities.
Lead informatics team communications strategy, outreach, and recruitment efforts with healthcare organizations for eCR promotion and onboarding.
Work with the Data Modernization Interoperability Technical Specialist to evaluate knowledge and skills needed for eCR system development and enhancements and identifies and/or provides access to trainings and learning activities that support workforce development.
Troubleshoot data quality, receipt, and import issues as they arise.
Support efforts to deduplicate eCR messages, identifying and articulating potential solutions including system enhancements and adjustments to workflows.
Work with vendors to translate, articulate, and advocate for needed changes or enhancements to systems to support the use of eCRs
Assist with the development, publication, and rollout of information system policies, procedures, standards, guidelines, and training protocols related to eCR and other DMI priorities.
Prepare content for a variety of communication channels including web, email, print, video, and group presentations.
Conduct research, maintains records, prepares reports, and handles related correspondence as needed.
Always represent the best interest of MDHHS and MPHI.

QUALIFICATIONS AND REQUIREMENTS:
Education: Possession of a bachelor's degree with a major in public health, epidemiology, informatics, computer science or other health, health policy, or computer-related field is required. Master's degree with a concentration in any of these is preferred.
Experience: Minimum of 4 years' experience working in Public Health is required. Previous public health informatics or system support knowledge is preferred, and familiarity with electronic health messaging (HL7, eCR, ELR, etc.) is highly desired.
Important Skills and Characteristics:
Must have extensive experience in the use of industry-wide database languages and the use of Microsoft Office Suite and SharePoint.
Must have familiarity with project management tools and principles.
Communicate complex information verbally and in writing, with both technical and non-technical partners to effectively train, monitor and report information.
Must be self-motivated and flexible to meet changing demands of a dynamic and remote work environment, and able to complete work in timely manner and handle multiple tasks on time with minimal supervision.
Must have the ability to plan, organize, and expedite projects on short timelines.
Should be familiar with common health messaging, document, and technology standards.
Work Environment and Physical Requirements: Standard office environment, currently working remotely. Viewing a CRT or VDT screen 25% to 75% of the time. Occasional physical effort, including lifting materials and equipment up to 50 pounds. Valid vehicle operator's license to attend off-site meetings, conferences, and trainings.
