TITLE:                                   BUSINESS SERVICE REPRESENTATIVE (BSR)

 GENERAL SUMMARY:

 This staff person is responsible for serving all customers who are seeking employment. The Business Service Representative is expected to develop work-based training, such as on-the-job training, apprenticeships, transitional jobs, and job placement opportunities for customers. The Business Service Representative will work cooperatively with all program staff, especially the BSR team. The individual in this position markets and explains all programs and other special projects/programs mandated by SEMCA and/or other funding sources. Works directly with the business community and the customers. This involves marketing primarily through direct contact with the business community. This staff person is also a liaison between the business community, local unions, and officials for the DCC and is responsible for attaining the ultimate program goals of placing customers into permanent unsubsidized employment. This goal must be accomplished while following all local, State, and Federal regulations and guidelines. Must be knowledgeable and instrumental in attaining all performance measures and benchmarks. These duties include identifying and securing employers with bona-fide job openings, promoting all employer services, developing formal training contracts, and working cooperatively with all related partners. The Business Service Representative will be responsible for meeting specific performance goals.

PRINCIPAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

• Markets and explains programs to the business community. This involves marketing by direct contact (cold calls, site visits, phone calls, written communications, etc.) to the business community. 

• Promotes and explains all services offered through American Job Centers (AJC) / Michigan Works to employers. Identifies job openings suitable for program customers. Enters or facilitates job order entry into systems, recruits candidates through resume searches, case managers, workshops, hiring events and other methods. Facilitates placements of program customers. 

• Tracks, posts, and follows up on job orders developed and posted with businesses. Coordinates openings with BSR team and / WayneLINC team until they are filled or removed from the active open orders. 

• Develops and implements marketing strategies to outreach employers .

•  ·       Participates in business retention or expansion efforts in the Wayne County area. Provides technical assistance to local industries to resolve problems or deficiencies discovered. 

• Demonstrates the ability to exceed placement and average wage goals, while developing larger, multiple-placement companies. Has the ability to understand all programmatic eligibility guidelines, including performance measures. Assists in the focus of placing “SAVES” during follow-up to ensure performance measures are met or exceeded. 

• Meets with WayneLINC team weekly or as often as needed to review open and filled job orders and the status of referrals to open positions made by the CDF team members. 

• As assigned, negotiates, and oversees formal work-based training contracts between the business community and the DCC. Completes pre-site visits, develops contracts, monitors customer’s progress, and monitors all paperwork. Responsible for ensuring paperwork is accurate and processed in a timely manner, meeting all deadlines. 

• Attends and represents program, as assigned, at all required meetings, both internal and external. Works with DCC and Michigan Economic Development Department to obtain new leads and identify employers. 

• Serves as lead in planning, developing, coordinating, organizing, and hosting successful on-site and off-site job fairs with local business community and educational providers. 

• Reads and understands the Program Management Information Guide and Policy Issuances and any specific guides, manuals and official policies related to service delivery. 

• Works individually or with a team to ensure that customers are adequately pre-screened, interviewed, selected, and matched with training and direct job openings, and acts as the referral agent to employers if necessary. 

• Works as part of a team to assist customers in identifying career goals by helping in the development of the customer’s career/employment plan. 

• Maintains and updates a working knowledge of the Local, Federal, and State program regulations and guidelines to assure program compliance. 

• Makes presentations for customers, employers, staff/partner services at meetings, conferences, seminars, job clubs, and business events, etc. to increase knowledge and engagement in program services.
