Description
This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment.
SUMMARY:
The Assistant Manager is an experienced professional within a division of the City of Detroit Water and Sewerage Department. An Assistant Manager performs complex and technical administrative work in all areas of DWSD. The Assistant Manager performs engineering work for municipal projects to ensure effectiveness and compliance. This position supports the administration and management of the design and implementation, and/or delivery and execution of consultant and construction contract services, for all projects required for the improvement and expansion of the Detroit Water and Sewerage Department System. This position supports the DWSD administration and management in carrying out day to day work responsibilities. This position requires minimal direction and supervision.
Examples of Duties
ESSENTIAL JOB FUNCTIONS:
Perform technical tasks. Supervise engineers and technicians to prepare plans, drawings, specifications and detailed computations for municipal engineering projects. Prepare requests for proposals and evaluate proposals for consultant contracts. Develop scopes of work and evaluate bids for construction contracts. Attend and manage construction meetings. Assist with field and design issues on construction of projects. Review and enforce contractor work and responses. Initiate actions for the settlement of problems falling outside of routine procedures. Perform engineering drawing reviews for the following but not limited to: private development, City and other agencies to ensure compliance with City ordinances, design standards and standard details. Develop Departmental policies and procedures to support Department goals and improve efficiencies. Follow security and safety policies and procedures in carrying out work duties. A valid Michigan Driver's License and the ability to drive a motor vehicle on all terrain. Provide on the job training. Work on various shifts, including weekends. Functions include:
o Manage Financial Performance Reports of capital projects
o Improve work flows within process
o Develop project budget and life cycle costing for assets
o Monitor compliance with all terms and conditions of reporting requirements for regulatory and capital program delivery
RELATED JOB FUNCTIONS:
This position will be called upon to direct specific project activities, or to work as a team member. Work with other stakeholders, such as Finance to obtain capital funded contract number(s) and other required information for consultant and construction contracts. Provide functional advice and support for business system users. Advise on requirements, policies, procedures and best practices to accomplish business relevant to provision of departmental services. Collaborate with other business units. Perform related work duties as assigned.2
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Professional, comprehensive knowledge of the concepts, principles, and practices of capital and operational programs, the operational effectiveness, efficiency, or productivity within City agencies, and internal compliance with policies, laws, and regulations governing those programs sufficient to do experienced level work such as

The Assistant Manager will be required to perform team supervision and coordination activities within the functional unit.

ABILITY TO:
Read and interpret contract drawings/specifications and schematic drawings

Confer with management, maintenance, and public affairs staff to discuss project specifications and procedures
Develop and implement policies, standards and procedures for the engineering and technical work performed in the department,

Supplemental Information
REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)
Bachelor's degree; with specialization in Engineering or related field of study
Minimum of five years of experience related to the field and/or job assignment
Licensure (example P.E) can be substituted for experience, at the discretion of the Field Services Director or designee
