ASSISTANT DIRECTOR/FACULTY PERSONNEL SERVICES

Position Summary:
This position is responsible for assisting in the daily administration of employment, employee relations, compensation, and recruitment for university faculty and graduate assistant employees. Duties include, but are not limited to: managing faculty recruitment, selection, and screening activities; conducting and compiling salary survey research; assisting in the administration, interpretation and/or application of relevant collective bargaining agreements, human resource policies, procedures and laws; developing reports and summaries; conducting training and workshops for departmental constituents; advising academic departments and deans regarding departmental and university processes, policies, and compensation issues; monitoring EEO /AA compliance and promoting efforts to increase diversity on campus; preparing data for annual EEO reporting; preparing audit reports and conducting audits on faculty and graduate assistant payroll.
Required Qualifications:
Bachelor’s degree, preferably in human resource management or a related field, or four years of professional experience in human resources, benefits, payroll, or a related field.
Three years of professional experience, specifically in human resources, benefits, payroll, or a related field.
Demonstrated proficiency with both written and verbal communication skills.
Strong analytical, mathematical, and problem solving skills.
Demonstrated ability to work with a diverse clientele and within a unionized environment.
Demonstrated competence in utilizing personal computers and computerized information systems.
Ability and willingness to establish and maintain positive interpersonal relationships throughout campus and project a positive attitude.
Demonstrated proficiency with standard business software applications, including Excel.
Ability to perform the essential functions of the position with or without reasonable accommodation.
Preferred Qualifications:
SHRM -CP, SHRM -SCP , PHR or SPHR certification.
Experience working in a higher education environment.
Experience working with collective bargaining agreements.
Experience working with SAP /HR.
Duties & Responsibilities:
Engages daily with faculty and graduate assistants, staff, senior administrators, and outside parties regarding recruitment, employment, compensation, and employee relations.
Assists in the administration, interpretation and/or application of appropriate human resource policies, procedures, laws and collective bargaining agreements.
Acts as an internal consultant to evaluate, develop, and propose improvement to practices or procedures.
Assists with research, analysis, and special project needs.
Recruitment:
Oversees the faculty recruitment, selection, and screening activities.
Trains search committees and/or hiring managers on the recruitment and selection process.
Assists search committees and/or hiring managers with developing recruitment strategies focused on promoting efforts to increase diversity on campus, including monitoring EEO /AA compliance.
Serves as point of contact for hiring managers for recruitment policies, procedures, and practices.
Serves as point of contact for applicants, guest users, and hiring managers for CMU’s online applicant tracking system.
Prepares data for annual EEO reporting, liaises with the Office of Civil Rights and Institutional Equity (OCRIE ) to implement CMU’s affirmative action plan along with the Office of Institutional Diversity, Equity and Inclusion (OIDEI ) to develop and provide faculty search committee and diversity advocate workshops.
Manages faculty position control, including monitoring vacancies and search approvals.
Coordinates and ensures compliance with CMU’s background check policies and procedures.
Coordinates and reconciles recruitment expenses (i.e., department advertising, recruitment fees, background check fees).
Employment:
Prepares audit reports and conducts audits on faculty and graduate assistant payroll.
Generates SAP -HR reporting.
Researches and analyzes external market and internal compensation data to prepare faculty search salary ranges for deans and senior management.
Reviews and approves employment contract letters.
Reviews and processes compensation-related requests.
Administers and manages faculty and graduate assistant FMLA and other medical leave programs, counseling faculty, department chairpersons, and support staff about leave of absences and coordinating with the Benefits and Wellness office and Payroll, as needed.
Serves as back up for processing faculty and graduate assistant ADA work accommodation requests.
Manages the annual development of the faculty position listing and supporting documents, assisting Financial Planning & Budget with development of the academic budget.
Conducts new department chairperson orientation.
Collaborates with the Office of Curriculum and Instructional Support (CIS ), the President’s Office, and the Provost’s Office to develop and manage New Faculty Orientation.
Develops and conducts training programs for supervisors, chairs, directors, faculty, staff, and graduate assistants on employment issues.
Employee Relations:
Assists with contract interpretation and administration.
Acts as initial point of contact/liaison with union leadership/designees to address membership lists, dues, etc.
Prepares, provides, and maintains reports/lists associated with collective bargaining agreements.
Provides support for the negotiation/administration of collective bargaining agreements, which may include, but is not limited to performing research and preparing reports, including preparation for negotiations and arbitration; assisting with investigations, grievances, special conferences, arbitration, and mediation; and participating in the collective bargaining process.
Assists with civil rights/ Title IX complaints, as needed.
Provides support for the faculty sabbatical, reappointment, promotion, and tenure processes.
Performs other duties as assigned.
