Position Summary:
Functions as an integral part of the Human Resources team by coordinating the employment process and by providing support for various Human Resource functions. Responsible for assisting in the development, recommendation and implementation of employment strategies that address the staffing needs of organization. Provides excellent customer service to internal and external visitors. Maintains an organized workflow and is able to determine priorities. Advocates change in key human resource areas, with emphasis on sourcing and staffing processes.
Essential Functions and Responsibilities:
Completes offers of employment, including communication of benefit information.
Ensures employee clears physical and drug testing.
Negotiation of terms and conditions of employment including compensation and benefits detail.
Effectively on-boards candidates to assure all required personnel documents and processes are met.
Develops and prepares job profiles and assists with job description creation.
Participates in career fairs, open houses and other recruiting activities.
Communicates with hiring managers regarding the status of their job openings, applicant pool, and other issues that may expedite the hiring process.
Screens candidates for valid qualification for position. Schedules appropriate testing when applicable.
Ensures all background checks are complete to ensure compliance with regulatory agencies (licensing, registration, and OIG).
Advertises in a variety of media to include on-line, print and/or trade journals and track advertising expenses.
Acts as liaison between employment interviewers and job applicants.
Performs related duties as required.
Qualifications:
Required: Associates degree and one year of related experience.
Preferred: Bachelor's degree

Ability to effectively communicate general terms and conditions of employment including benefit plans with potential candidates.
Demonstrates knowledge of current human resources policies, procedures, and practices.
Guides and counsels others in the interpretation and application of human resources policies, procedures, and practices.
Accurately interpret and apply the provisions of union contracts.
Excellent interpersonal and communications skills in demanding situations.
Makes sound decisions in human resources issues where there is no written policy or established practice.
Maintains knowledge, coordinates and assists in communication and implementation of system-wide initiatives related to benefit changes, compensation, retirement services, HRIS and open enrollment.
