Title: Financial Analyst - Emerging Infectious Diseases

Location: Remote/Virtual - Must Live in Michigan
Purpose:This position functions as the financial analyst for Healthcare-Associated Infection, Body Art Licensure, Tuberculosis, and Viral Hepatitis programs within the Michigan Department of Health and Human Service's Emerging Infectious Diseases Division. The financial analyst will be housed in the Financial Management Unit within the Data Systems and Operations Division and will be tasked with monitoring of spending on grants and contracts, facilitating amendments to contracts, and liaising with partners on behalf of these programs.
Duties and Responsibilities:
Programmatic Fiscal Monitoring
Assist program leads in developing budgets and budget narratives for federal and state grants.
Monitor spending trends in federal and state funding sources.
Routinely summarize the fiscal outlook for program staff and external partners.
Assist Division secretary with funding sources for procurement.
Act as a liaison between the programs, other MDHHS financial analysts, and MDHHS grants and contracts staff.
Contract Management
Assist program leads in developing budgets, budget narratives, and workplans for contracts.
Monitor spending trends in contractual agreements.
Routinely summarize fiscal outlook on various contracts for program staff.
Assist program leads with establishing purchasing contracts for procurement.
Assist in the development of amendments to contracts based on fiscal monitoring.
Track amendments through the process of execution and communicate any issues to appropriate staff/agencies.
Review contract payment requests for approval according to agreement terms, allowability & budget.
Act as a liaison between HBTV program and financial analysts of contracted agencies.
Assist in the development and execution of subcontracts.
Assure compliance with MDHHS policies and procedures as it relates to contractual execution in including completion of all necessary forms.
Communicate important dates and deadlines to HBTV program staff and contracted agencies.
Professional Duties
Maintains proficiency in Microsoft Office (Excel and Word), EGrAMS, SIGMA Financial, and SIGMA Business Intelligence.
Develop new processes for fiscal monitoring and communicating important information to stakeholders.
Assist with development of policies and procedures for job duties and assist with the technical assistance needs within the Division.
Maintain strong organizational skills.
Serve as a team member with other financial staff in the Department.
Routinely communicate and meet with lead program staff.
Maintain a positive, strong, credible, professional, and interpersonal relationship with all parties relevant to MPHI projects and represent the best interest of MPHI at all times.

Qualifications/Requirements:
Education:A bachelor's degree in accounting/finance preferred or equivalent combination of education and work experience.
Experience:A minimum of one-year related experience in contracts, budget compliance, record keeping, financial report preparation, and federal grant requirements or an equivalent combination of education and experience. Experience with State of Michigan systems and policies/procedures desired.

Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment of <50# and involves viewing a CRT or VDT screen 25% to 75% of the time. IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This person is a key member of both the Emerging Infectious Diseases Division the Financial Management Unit and is responsible for monitoring and communicating key financial information between the program and partners internal and external to MDHHS. Through collaboration with program staff, the financial liaison will develop protocols for monitoring contracts and budgets, develop and amend agreements, and provide expert customer service in a timely, professional, and comprehensive manner so we can continue to grow our program.
