EMPLOYMENT RELATIONSHIP: At-Will
GENERAL SUMMARY:
Serves as Chief Executive and Administrative Officer for the Macomb County Community Mental Health (MCCMH) Agency. Ensures program integrity and compliance with all applicable federal, state, and local statutory regulatory guidelines, including Medicaid Regulations as a Managed Care Organization and adherence to the Michigan Mental Health Code. Manages the budget and ensures all financial decisions and records adhere to policy guidelines established by the Board of Commissioners, MCCMH Board, the Macomb County Executive’s Office, and applicable County policies.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Leads a provider service network that supports Macomb County citizens with intellectual/developmental disabilities, adults with mental illness, children with serious emotional disturbance, and persons with substance use disorders.
Serves as the spokesperson and is the liaison between the Board of Commissioners and Macomb County Executive’s Office, Michigan Department of Health and Human Services (MDHHS), Substance Use Disorder, Community Providers for MCCMH’s Medicaid, Healthy Michigan, and General Fund consumers.
Provides direction and supervision of MCCMH operations.
Implements and reviews Managed Care Requirements per MDHHS contract (including seven administrative management functions: General, Financial, Information Systems, Provider Network, Utilization, Consumer Services, and Quality Management).
Formulates proposed policy and implements clinical, financial, and operational plans.
Communicates and collaborates with various community groups such as consumer groups, elected officials, state and federal agency representatives, and staff.
Provides oversight for the development and implementation of clinical services program management and contract/fiscal management.
Maintains commitment to protect, enhance, and uphold recipient’s rights, person-centered planning, and consumer-driven approaches.
Oversees the selection, training, supervision, and evaluation of MCCMH Agency staff and contractors.
Provides reports to the MCCMH Board regarding the status of programs and services, fiscal operations, and other related matters.
Represents the MCCMH Board with appropriate government bodies, service constituent groups, the media, and the public.
Operates an automobile to perform assigned job functions.
Performs related duties as assigned.
QUALIFICATIONS:
Required Education and Experience

Master’s degree from an accredited college or university in Social Work, Psychology, Education, Public Health, Business Administration, or related field

Five (5) years of experience working as an executive in mental health or human services

Five (5) years of experience in an administrative leadership capacity in a mental health or substance abuse community-based organization
