JOB SUMMARY/ACCOUNTABILITY:
The Benefits Specialist, under the direction of the Vice-President of Human Resources is responsible for assisting with the administration of all benefits, leave, and retirement programs, including but not limited to, medical, dental, vision, life insurance, short- and long-term disability, and 403 (B) plan.
GENERAL RESPONSIBILITIES:
- Process, maintain, and validate data accuracy for various systems (i.e. HRIS/Payroll System, Benefits System, 403b Retirement System)
- Review and process of incident reports for management of workers compensation claims.
- Work with interdepartmental partners to create, validate, and process rate adjustments.
- Responsible for the benefits deduction processing and 403B administration
- Responsible for processing medical support notices for Friend of the Court
- Partner with vendors to administer invoice reconciliation.
- Oversee the process of benefit and benefit vendor invoices.
- A member of the Communicable Diseases Task Force. Responsible for tracking and reporting communicable diseases to government bodies and informing staff of potential exposures.
- Conduct audits of HR data as it pertains to Worker’s Compensation, Benefits, and Retirement Plans, and assist with others as needed.
- Monitor, administer, and maintain accurate records for all company personnel files, EEO information, affirmative action, COBRA, Workers Compensation, ADA claims and leaves of absence claims, including FMLA.
- Support staff with general HRIS related issues.
- Knowledge of federal and state employment law.
- Process new and existing leaves and all follow up with vendors.
- Evaluate and revise internal processes to reduce costs and increase efficiency.
- Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.
- Analyze current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs, and identify the company's stance.
- Survey industry trends. Complete benefits surveys and review information obtained from the results. Analyze complex benefits information. Forecast trends and assist with future benefits designs. Develop specific recommendations for review by management.
- Distribute materials for benefits orientations, open enrollment, and summary plan descriptions.
- Design, recommend and implement new benefits programs. Examine plan designs and benefits cost changes.
- Performs other duties as assigned.
POSITION QUALIFICATIONS:
- Demonstrated effective communicator both oral and written + interpersonal skills.
- Ability to work with all levels within the agency, external clients, volunteers, and stakeholders.
- Proficient with computer skills, including Microsoft Office Suite, Teams, SharePoint & Outlook.
- Maintains focused attention to detail, well-organized and demonstrated ability to prioritize multiple tasks, achieve desired results and adapt favorably to changing priorities.
- Some experience with 403B preferred.
- Effective in an environment of cultural diversity; comfortable in a collaborative, team-based work setting.
- Self-driven with the ability to recognize required improvement to processes and take the initiative to execute changes.
- Bachelor’s degree in Human Resources Management preferred.
- At least three years of Benefit Plans and billing experience preferred.
- Experience with Paylocity and/or Employee Navigator a plus.
WORKING AND ENVIRONMENTAL CONDITIONS:
This person will work in a normal office environment with the usual pressures of managing workflow and dealing with time constraints. Because of multiple sites within the department and the need to meet with others within the community, it is common to drive to several locations, sometimes in inclement weather.
