Duties: Analyzing Medicare claims data using SAS to model the impact of different Medicare programs and policies on healthcare utilization and payments. Utilizing Microsoft Excel, Microsoft Access, SAS, and other statistical software programs to model current and alternated Medicare Part B payment policies. Evaluate client needs and draft appropriate deliverables in the form of Issue Briefs and Memorandums. Review Centers for Medicare and Medicaid Services (CMS) payment system rules on program areas and develop SAS and CMS payment system rules on program areas and develop SAS and Excel based models in conjunction with other staff to replicate the calculations performed by CMS. Propose and simulate alternative policy where warranted. Conduct quantitative and qualitative analysis on health economics, Medicare and Medicaid policy-related projects for diverse clients, including pharmaceutical and medical device manufacturers, provider associations and groups, and insurance companies. Conduct analysis using various large-scale data sets of at least 10 million observations relating to Medicare and Medicaid reimbursement issues including: Medicare Standard Analytical Files (SAFS) for inpatient, outpatient, skilled nursing facilities, physician and end-stage renal disease and various claims data used to set Medicare Rates and Medicare Hospital Cost Report Information Systems (HCRIS). Support drafting of memos, summaries, reports, and other documents of Medicare and Medicaid program regulations. Use SAS for statistical analyses. Assist with literature reviews on various reimbursement and health policy questions

Requirements: Must have Bachelor’s degree (or foreign equivalent) in Health Administration, Health Economics, Economics, or a related field; 2 years of experience in Healthcare Economics, Health Services or a related field. Will accept internship or researchship experience, which must include: Utilize SAS, R and Stata to clean, process and analyze Medicare claims data and Truven Health MarketScan Commercial and Encounters. Access privacy-protected Centers for Medicare & Medicaid Services (CMS) data files, including Medicare fee-for-service claims, Medicare Advantage Encounter and T-MSIS data, and perform analyses within Virtual Research Data Center (VRDC). Planned and conducted health economic and outcome research (HEOR) studies to characterize burden of disease to support unmet medical needs and address gaps in clinical and economic value. Reviewed data derived from drug development phases to provide insights and supports on studies examining patients’ outcomes.
