EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period
GENERAL SUMMARY:
Under direction, performs a variety of advanced accounting tasks, including the maintenance and review of County funds and fiscal accounts; analyzes financial statements and reports prepared by fiscal staff in other County departments; provides guidance and supervision to staff as needed.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Evaluates and reconciles financial records and prepares reports to verify accuracy, investigates discrepancies in records.
Researches and analyzes financial data and presents findings.
Prepares regular reports and statements, identifying trends and standards.
Assists with audits and helps maintain internal controls.
Contacts various county departments to resolve financial issues.
Inputs and retrieves information into the Enterprise Resource Planning (ERP) system.
Performs other accounting and similar technical functions.
Prepares budgets for various grants and assist with grant monitoring throughout the year, including providing monthly reporting.
Reviews check requests for accuracy, proper supporting documentation, and available funds for various departments.
Compiles, analyzes, and reports data for financial reports to various departments and governmental agencies.
Assists and prepares documentation and worksheets for the Annual Comprehensive Financial Report, including audit preparation, compiling information and providing support as requested.
Prepares journal entries and budget adjustments.
Performs related duties as assigned.
QUALIFICATIONS:
Required Education and Experience
- Bachelor’s degree in accounting, finance or related field from an accredited college or university
- Four (4) years of general accounting experience, or two (2) years of government or non-profit accounting experience
Preferred Education and Experience
- Four (4) years of government or non-profit accounting experience
Required Licenses or Certifications
- Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
Preferred Licenses or Certifications
- Certified Government Finance Manager (CGFM)
- Certified Public Finance Officer (CPFO)
- Certified Public Accountant (CPA)
- Certified Internal Auditor (CIA)
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES:
Knowledge of:
- Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements
- Government Finance Officers Association (GFOA) best practices
- Macomb County ERP system
- Relevant software applications such as Sympro and Microsoft Office products such as Smartsheet and SharePoint
- Grant reporting procedures
