GENERAL SUMMARY:
Under direction, assists in the development, implementation and administration of the County budget. Performs complex and specialized analysis and interpretation of relevant fiscal data. Assists departments in interpreting and implementing budgetary policies and procedures. Identifies and reconciles budgetary discrepancies and monitors approved changes.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Supervises, assigns, and evaluates the work of assigned staff.
Makes budget recommendations to Finance Administration.
Researches standards, develops workload measures, evaluates results and makes recommendations to improve the efficient use and appropriation of County financial resources.
Performs analyses of unique problems and developments during the fiscal year to provide budget recommendations, justifications, projections and/or re-evaluation of budget procedures.
Provides assistance to departments in interpreting and implementing budgetary policies and procedures in order to ensure compliance with established County controls.
Reconciles departmental budgets to approved budget allocations to ensure monies are distributed in accordance with established policies and procedures.
Identifies and reconciles budgetary discrepancies and monitors approved changes throughout the fiscal year.
Identifies and interprets sources of relevant data for use in budget formula calculations and comparisons.
Analyzes current and past budgets, prepares budget requests and allocates funds following established policies and procedures.
Analyzes accounting records to determine financial resources required to implement programs and submits recommendations for budget allocations.
Operates an automobile to perform assigned job functions.
Performs related duties as assigned.
QUALIFICATIONS:
Required Education and Experience:

Bachelor’s degree in accounting, finance, or related field from an accredited college or university

Five (5) years of accounting experience
-
Previous experience with the year-end federal single audit process
-
Previous experience with project management
Preferred Education and Experience:

Experience with a government or non-profit organization
-
Experience with Enterprise Resource Planning (ERP) project management

Previous supervisory experience
