Summary About the Position: This position is located within the Materiel Systems Organization (MSO) in Warren, MI, Security Assistance Management Directorate (SAMD). The Materiel Systems Organization is one of the Department of the Army's premier support organizations. The MSO encompasses TACOM's total life cycle acquisition responsibilities, providing functional and technical expertise for disciplined program and contract execution. Responsibilities Serve as the senior procurement specialist for a major weapon system development and for production program for Foreign Military Sales (FMS). Plan, coordinate and assure the procurement of hardware to include repair parts, special tools, concurrent spares, fielding support, TMDE, etc. Advise and assist the Foreign Country in developing and updating systems acquisition plan. Plan, develop and provide procurement execution support for preparation/management of statements of work/urgency, J/As, FAR deviations, funding and status. Monitor status of contractor performance. Plan, initiate, process, and manage multi-million dollar, major sole source contract and/or other contract types with major defense contractor(s) for a major weapon system acquired for a foreign country. Specialized Experience: One year of specialized experience which includes reviewing procurement requirements; advising on contracting policy and procedures related to Foreign Military Sales (FMS); preparing pre-award documentation for assigned programs; and developing acquisition strategies and/or contractor proposals related to Foreign Military Sales. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level: SC Case Life Cycle Management (AOC) Intermediate Level.
