F.L.S.A. STATUS: Non-exempt - Overtime pursuant to Human Resources and Labor Relations Policy
HIRING AUTHORITY: Director
EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period
CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The starting time for this position is currently 8:00 a.m.
GENERAL SUMMARY:
Under direction, assists in the development and implementation of federal grant funded community development programs and initiatives to support the County's mission. Researches, evaluates and analyzes program compliance and effectiveness. Facilitates grassroots community organizing to encourage community growth and development, build community capacity, stabilize neighborhoods and improve quality of life and living conditions for residents.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Assists in the development, planning, analysis and implementation of community planning programs and initiatives to support the Department’s mission.
Ability to analyze data, trends, and various factors to make informed decisions about land use, zoning, and community development.
Ability to review site plans and provide written reviews and recommendations to municipal commissions and councils.
Provides assistance in the creation of housing and community development reports and evaluation metrics.
Assists in coordinating and working events, activities and local festivals to assist with the public relations of the Planning Department.
Establishes and maintains collaborative relationships with others to advance Macomb County initiatives, services and events.
Works with diverse community groups, socioeconomic and professional groups to accomplish program goals.
Provides support for other program areas and projects as assigned.
Represents the County at meetings and public hearings as assigned.
Performs other duties as assigned.
QUALIFICATIONS
Required Education and Experience
- Bachelor's Degree in urban planning, geography, architecture, environmental science, public policy, or a related field
Preferred Education and Experience
- Master's Degree from an accredited college or university in urban planning, geography, architecture, environmental science, public policy, or a related field.
- Previous experience in urban planning and/or community development
Required Licenses or Certifications
- Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
- Microsoft Office, including Word, Excel and PowerPoint
- Adobe Design and other potential land or space design software
- Geographic Information Systems (GIS) software and spatial analysis to visualize and analyze data related to land use and infrastructure
- Urban planning principles, land use regulations, zoning codes, and sustainable development practices
- Understanding of Macomb County’s local communities, its culture, demographics, and specific needs
- Familiarity with local, state, and federal planning regulations, zoning laws, and environmental policies
Skill in:
- Land area design, site planning or conceptual location design
- Organization and time management, performing a variety of duties, often changing from one task to another of a different nature
- Effective analytical and problem solving skills
- Strong written and verbal communication skills, experience writing reports and making presentation
- Conducting public outreach, facilitating community workshops, and involving residents in the planning process
Ability to:
- Work a flexible schedule that may include evening and/or weekend meetings or events
- Manage multiple projects, meet deadlines, allocate resources, and coordinate with different teams and agencies
- Operate and maintain departmental equipment and software
- Establish and maintain effective working relationships with elected officials, administrators, Department Heads, co-workers, outside agencies and the public
- Work in an environment which embraces the county's Dignity Campaign
- Effectively speak, write and understand the English language
- Understand and carry out oral and/or written instructions
- Accurately organize and maintain paper documents and electronic files
