HIRING AUTHORITY: Director
FLSA STATUS: Non-exempt - overtime paid pursuant to Collective Bargaining Agreement and Human Resources policy
EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period
CURRENT HOURS AND STARTING TIME: Full-time position (37.5 hours per week.) The starting time for the position is currently 8:00 a.m.
GENERAL SUMMARY:
Under direction, supports the implementation of emergency preparedness programs in Macomb County by assisting with the development of plans, policies, and procedures. Assists with the implementation of training and exercise programs and provides administrative support for department programs.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Assists in updating County and local emergency plans, including the County Emergency Operations Plan and Hazard Mitigation Plan.
Assists in the completion and regular update of activity-specific response plans.
Prepares, creates, and maintains contact lists, user manuals, training material, and detailed procedures as it relates to emergency preparedness.
Prepares, creates, and maintains agendas, minutes, and other documents for emergency management related meetings, trainings and seminars.
Maintains accurate inventory of Emergency Management Division resources.
Coordinates programs to loan equipment and supplies to other first responder agencies.
Maintains records and serves as primary liaison to vendors utilized in an emergency.
Maintains a comprehensive directory of resources available to county government from third parties in the event of a disaster.
Assists in maintaining the county’s Emergency Operations Center in a state appropriate for day-to-day operations and immediate activation.
Assists in credentialing first responders within the county in accordance with the National Incident Management System (NIMS)
Conducts regularly scheduled tests of various communications and emergency notification systems.
Operates an automobile to perform assigned duties.
Performs related duties as assigned.
QUALIFICATIONS
Required Education and Experience
- Associate Degree or the equivalent of 60 credit hours completed in the fields of Emergency Management, Homeland Security, Public Administration or a related field from an accredited college or university
Preferred Education and Experience
- One (1) year of work experience in Emergency Management, Homeland Security, or a related public safety field
- One (1) year of work experience providing administrative support of an independent and complex nature
Required Licenses or Certifications
- Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
Preferred Licenses or Certifications
- Completion of the Professional Emergency Manager (PEM) designation through the Michigan State Police/Emergency Management Division is preferred within two (2) years of hire
