Description
The Planning and Development Department is seeking a Director of Design (Supervisory Planner 4), supporting neighborhood revitalization in the City's east region.
The Supervisory Planner 4 is an advanced level planning professional located within the City of Detroit's Planning and Development Department who requires nominal direction and supervision. A key function of the role is to guide major planning and development projects through the community feedback and City Council processes, while interacting extensively with internal and external stakeholders. S/He will work closely with the other directors and project managers within the Planning and Development Department. The role requires strong communication and inter-personal skills including the ability to develop presentations, to create strong professional relationships and to manage diplomatically the interests of multiple stakeholders. In addition, the role requires strong project management skills, a sharp attention to detail and the ability to manage multiple projects simultaneously. The ideal candidate will possess an education or experience in: Urban Design, Business or Public Administration, or a closely related field. Dual experience in urban planning, physical neighborhood planning, urban design or legal a plus.
Under the working title "Director of Design - East Region," s/he will oversee planning's role in reviewing neighborhood development projects in the City's east region, helping ensure that these developments advance the department's and Administration's goals for population growth, economic development, social equity and design excellence.
Overseeing a team of three planners, this position will:
Oversee PDD's engagement in all aspects of the City's planning and development implementation in the City's east region (Districts 3 & 4);
Recommend and guide city investments supportive of planning/implementation in the east region;
Support community engagement in the development of neighborhood framework plans, and subsequent plan implementation;
Manage the daily operation of team members in the advancement of Neighborhood Framework Plans and related implementation project milestones;
Oversee the work of outside consultants supporting east region staff in developing efficient and responsive Strategic Framework Plans for the region;
Oversee and coordinate the work of sister departments and agencies in the implementation of Framework recommendations;
Support city-wide planning efforts, including updating the master plan and vacant land strategy;
Track and resolve planning and implementation issues as identified by engagements with developers and the public, in coordination with PDD Leadership and the Mayor's office.
Specific Responsibilities will include:
Contribute regional opportunities and priorities for planning and development as part of PDD's annual budget process;
Track east region project schedules and monitor progress and delays;
Review and approve contractor, consultant and vendor invoices for accuracy and on-time progress against deliverables;
Provide trouble-shooting support as needed for project managers;
Escalate emerging issues to PDD leadership.
Examples of Duties
Coordinate with the Department of Neighborhoods in management of key community activities related to major development projects. Work closely with staff across departments to ensure major development projects comply with all relevant city ordinances.
Prepare messaging and communication related to major development projects in the City's process; manage logistics for key community meetings; collect and distribute key feedback from the community on planning projects and identify and escalate issues as needed.
Articulate and elevate a vision for Detroit neighborhoods that embodies the highest quality of design excellence, sustainable and ecological performance, and social equity for all Detroiters.
Ensure City Council members and staff are informed of key Planning and Development issues. Ensure key PDD issues are on City Council agendas and presented in individual briefings, as may be desired.
Respond to ad hoc requests and inquiries from City Council members and their staffs in partnership with planning staff as needed.
Assists with the implementation of divisional goals, initiatives and plans.
Manages project development and execution from inception to closure.
Produces summarization reports, outputs
Tracks and reports project milestones and status reports to project sponsors
Minimum Qualifications
Education
Master's degree from an accredited college or university with major course of work in urban design, city planning, architecture or other related field of study preferred, or equivalent experience.
Experience
Must have a minimum of five (5) years total experience: Four (4) years of direct experience in general and strategic planning and one (1) year in a supervisory capacity over planning professionals. Deep familiarity with City of Detroit Council Districts 3 and 4 strongly preferred.
License / Certificates
Possession of a certification sponsored by the American Institute of Certified Planners (AICP) may be required.
