GENERAL SUMMARY:
Under the supervision of, and with duties assigned by the Sheriff, Undersheriff, and Office Manager, the Clerk performs records management and general office support functions including maintaining and updating records pertaining to criminal, traffic, and civil cases.
ESSENTIAL FUNCTIONS:
- Provides services which includes receiving visitors to the Sheriff’s Office and Delta County Jail, assessing and responding to a wide range of inquiries regarding operational procedures and/or directs to the proper source. Provides counter and telephone assistance to attorneys, other human service agencies and the public. Receipts payments for a variety of services.
- Issues Licenses to Purchase handguns and inputs registrations to individuals through the MiCJIN/LEIN program. Review LEIN responses to verify applicants’ eligibility.
- Updates and/or verifies addresses and personal information of registered sex offenders through the Michigan Sex Offender Registry.
- Responsible for electronic recording and tracking all civil process complaints for service including, but not limited to: Probate Court orders, court subpoenas, summons and complaints, court warrants, affidavit and claims, personal protection orders, foreclosures, orders to seize and others.
- Maintains the tracking record for all civil papers, updating private parties, attorney offices, and various courts of status of civil papers by telephone contact or email.
- Assists Road Patrol with locating subjects to be served through the Delta County Sheriff’s Office in-house records, internet, telephone, postal searches, LEIN searches, and any other viable options available. Assists Road Patrol in communicating the time sensitive or high priority papers that need to be served, and what time frame is necessary.
- Assists in processing paperwork sent to us for mortgage foreclosure postings, adjournments, cancellations, and sales. Notarizes appropriate documents. Maintains list of mortgage foreclosure sale calendar and list of sales. Communicating foreclosure information to public inquiries.
- Manages incoming calls regarding civil process papers served, to be served, and in the process of service. Coordinates with officers to meet needs of time sensitive cases and location.
- Enters original/bench warrants, personal protection orders, and no-contact orders into LEIN. Runs criminal history report through LEIN to acquire physical information on subjects. Assists officers of the court with recalling warrants, conditional bonds, personal protection orders, returning same to court and assists other law enforcement agencies with confirming warrants. Continual monitoring of LEIN to watch for HIT Requests and responding quickly and appropriately.
- Enters traffic citations into state records management system (CORE/TIMS).
- Maintains hard copy files of complaints, court orders, warrants, and traffic citations.
- Provides general office support, performs records checking for public and private sectors as requested. Learning and utilizing county FOIA procedures and guidelines. Performs light maintenance, makes copies, sends faxes, accurate filing, and performs related clerical tasks.
- Processes insurance report requests received through the mail and processes fee payments collected. Maintains daily accounted cash drawer, including producing report for the Delta County Treasurer’s Office.
EMPLOYMENT QUALIFICATIONS:
Education: High school graduation or equivalent with classes preferred in office, accounting or business-related area. Experience working for a law enforcement agency, court, or law office preferred.
Other Requirements: Successful completion of background investigation, including but not limited to criminal history checks via LEIN, Livescan fingerprint system and local law enforcement checks. Ability to learn and navigate various computer systems including, but not limited to: CORE, LEIN/Talon, MiCJIN, TIMS, BEACON, and Microsoft Office Programs.
LEIN Operator Certification required within six months of employment.
Must take all required in-house and external trainings for different systems and procedures.
Strong interpersonal communication skills required.
