Under the supervision of the Village Manager, is responsible for maintaining the accounting records and preparing required financial reports for the Village. Duties include ensuring that accounting methods are in accordance with generally accepted accounting principles, generating required financial reports, maintaining the general ledger, and ensuring that appropriate financial policies and internal controls are developed and maintained. Also functions as the Village’s treasurer performing all related duties. Supervises and directs any personnel assigned to the accounting or treasury functions.

- Oversees all finance and treasury operations. Directs any employees engaged in finance operations.
- Develops and maintain a comprehensive system for monitoring and reporting the Village’s receipts and expenditures.
- Performs accounting and auditing procedures with the Assessor relating to the annual tax roll.
- Oversees the treasury function of the Village, including property tax billing and collection, disbursement of taxes to other local units, and tax settlement.
- Prepares deposits and payroll and supervises other office personnel who perform supporting duties in these areas.
- Prepares bi-monthly activity reports and quarterly budget progress reports.
- Completes bank reconciliations. Monitors bank account balances.
- Responds to inquiries from the public regarding financial and tax questions.
- Works collaboratively with Village Manager to develop and monitor the Village budget.
- Develops and implements policies and procedures and provides guidance on accounting and reporting procedures and Village fiscal policies.
- Reviews warrants, entries, financial statements, and other financial supporting data and reports for propriety and accuracy. Presents reports in public forums for all funds as needed.
- Directs and completes the preparation of audit schedules for the annual audit. Coordinates the audit with the public accounting firm and plans and directs staff regarding audit responsibilities.
- Coordinates grant programs with other staff; supervises individual grant accounting and files as required by grantor agencies and auditors.
- In close coordination with the Village Manager, develops and recommends employee compensation and benefits programs and human resource policies. Ensures compliance with all applicable state and federal laws and Village policies and procedures related to personnel administration.
- Advises and consults with Village staff as appropriate, seeks input from specialists and experts as needed, and coordinates the activities of contracted services. Ensures coordination, compliance, and communication with other local units and state and federal agencies in matters related to administrative services activities.
- Keeps abreast of professional developments and technological advances in finance and treasury through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate.

Requirements include the following:
- Bachelor’s Degree in business, accounting, or a related field and five years of progressively more responsible experience in accounting. Public sector experience/fund accounting experience preferred.
- The Village, at its discretion, may consider an alternative combination of formal education and work experience.
- Michigan Vehicle Operator’s License.
- Ability to manage and lead the financial operation and direct and coordinate the staff and accounting functions of the department.
- Thorough knowledge of the principles and practices of finance and governmental accounting methods and procedures, budgetary, fiscal management, procurement, and public administration principles.
- Considerable knowledge of applicable local, state, and federal laws, rules and regulations, risk management principles, reviewing, interpreting, and communicating financial information, and preparing and administering budgets.
- Skill in assembling and analyzing data, and preparing comprehensive and accurate reports.
- Skill in effectively communicating ideas and concepts orally and in writing.
- Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with Village employees, contractors in the Village, representatives of other governmental units, professional contacts, elected officials, and the public.
- Skill in the use of office equipment and technology, including Microsoft Suite applications and financial and enterprise software, and the ability to learn new software programs applicable to the position.
